En cuarenta y cuatro artículos, veinticinco del pasado año 2021 y diecinueve del presente año, se plantean diversos temas, ¿por qué y para qué? El ejercicio de la docencia por varios lustros en universidades públicas y privadas, aunado al despertar de “inquietudes intelectuales”, me ha servido para escudriñar aproximaciones acerca de las causas de la actual realidad, qué acontece y porqué se mantiene. Algunos artículos están tal cual los escribiera, no obstante, varios han sido corregidos e incluso les he agregado algunas líneas en función de aclarar y completar mejor la idea y sentido. Como se dice en la primera línea, he seguido –por supuesto - el orden del año en aparición pero, no así el “orden en publicación de cada artículo”, por considerarlo no necesario, ya que cualquiera de los temas es pertinente — para mí — , no importa su fecha de aparición. La Pandemia y la situación socioeconómica, cultural y política desfavorable y contraria a lo que yo pienso y deseo, me aguijonearon para escribir y dejar plasmadas argumentaciones contra semejante estado de cosas. De allí el título para la “totalidad” de páginas que componen el presente y pequeño texto. ¿Por qué tratar el tema del liderazgo? A causa del liderazgo todo se sostiene o todo se viene abajo. Esto se lo debo a las lecturas de varios de los libros de ése gran intelectual y académico, Warren Bennis, quien alertó a tiempo sobre las falencias por las que atravesaba el liderazgo desde la segunda mitad del pasado siglo. En el espacio Iberoamericano – para abarcar al gigante Brasil, al menos en territorio, población y problemas —, y no sólo referirme a Latinoamérica, la cuestión del liderazgo es crucial, ¿por sus deficiencias, corrupciones?, entre otras. La Democracia como el gran legado revolucionario dejado por los griegos – no sólo dejaron un caballo a las puertas de Troya para destruirla - en tanto mito Político para la identificación del Occidente, qué haría – y haya realizado —, el mundo Occidental con ése sistema político de gobierno. . La Política, sí, con mayúscula, porque la tendencia es al predominio de la política en minúscula, ”chiquita”. La Política, la que tiene que ver con las libertades públicas y la que nos atañe también en este caso a los Iberoamericanos. Por medio de Platón y Aristóteles, se lleva a la mesa las virtudes que ellos proponen, ¿el por qué y para qué de la importancia de cultivarlas? Platón nos deja con nitidez quien es el político y porqué. También, en qué consiste la Ciencia Política. Platón y su discípulo Aristóteles nos obsequian las diferencias entre los vicios y las virtudes. Se enfatiza en la necesidad perentoria de elevar la cultura democrática de los liderazgos y dirigencia partidista y, de los gobernantes. La importancia de que los cargos en las instituciones locales, regionales, eleven su capacidad de gobernación, vale decir, de ser más instruidos, educados y calificados en la cultura política democrática, en fin, en la Ciencia de Gobierno, para que la eficiencia y eficacia sea parte de sus virtudes – sustentadas con las virtudes que proponen Platón y Aristóteles para fijar el carácter. El tema de la Democracia, la Política, dictadura, autoritarismo, las ideologías, la demagogia, el populismo, la tiranía, las libertades, la ciudadanía, son reiterativos. Es un imperativo Moral tratar estas categorías con conocimiento, dominio y profusión en sus significados y sentidos verdaderos, con la contribución de que cada vez sean muchas — miles, millones —, las personas que puedan manejarlas. Las ideologías son tratadas como en realidad lo que son, el opio de la mente. Los partidos políticos como necesarios para la Democracia pero, partidos con cimientos democráticos; liderazgos educativos y transformadores. El proyecto de gestión dominante queda al descubierto como un sistema “anti democrático y contrarrevolucionario”. Por lo tanto, así mismo deben ser presentados sus respectivos operadores, desde el fallecido “comandante eterno” y todo aquél que se preste de súbdito como propagandista. El proyecto “antidemocrático y contrarrevolucionario” que gestiona la dominación política para ya un aproximado a veinticuatro años, lo hizo con una narrativa, la que le sirvió para destruir el País y Nación, sometiendo por medio de ése proceso a la población en general, a la servidumbre. Eso lo polemizo en artículos respectivos. Pero también hay que ponerle humor al tratamiento de la tragedia, de modo que sirva para ayudar a desvelar a los mandones y a la dominación. Por eso, se ha llamado al actuar mandón y bufón, de “gallo Claudio”, sí, como está escrito, que es la identidad de un gallo con otros animales. Con este personaje y el Chavo del Ocho, el Kiko y la Chilindrina, sirven para mostrarnos el “temperamento”, muy diferente a la construcción del Carácter, de éste, Aristóteles le llamaría “la segunda naturaleza humana”. Ahora, en tanto docente, le he salido al paso a la manoseada y a la escupidera para “arriba” – la que regresa al que lo hace – a ésa palabrita que la religión cuestiona, lo hace Platón y, también el Dalai Lama, me refiero a la repetidora, el “orgullo”, y “sentirse orgulloso” de tal o cual vaina que se hace. El DRAE, Diccionario de la Real Academia del Español, lo define muy claro, lo pone en su lugar. En fin, es un alerta contra la dominación y el poder, pero también un despertar del dominio ejercido por el lenguaje hecho costumbre.

Amongst the novel objects that attracted my attention during my stay in the United States, nothing struck me more forcibly than the general equality of conditions. I readily discovered the prodigious influence which this primary fact exercises on the whole course of society, by giving a certain direction to public opinion, and a certain tenor to the laws; by imparting new maxims to the governing powers, and peculiar habits to the governed. I speedily perceived that the influence of this fact extends far beyond the political character and the laws of the country, and that it has no less empire over civil society than over the Government; it creates opinions, engenders sentiments, suggests the ordinary practices of life, and modifies whatever it does not produce. The more I advanced in the study of American society, the more I perceived that the equality of conditions is the fundamental fact from which all others seem to be derived, and the central point at which all my observations constantly terminated. I then turned my thoughts to our own hemisphere, where I imagined that I discerned something analogous to the spectacle which the New World presented to me. I observed that the equality of conditions is daily progressing towards those extreme limits which it seems to have reached in the United States, and that the democracy which governs the American communities appears to be rapidly rising into power in Europe. I hence conceived the idea of the book which is now before the reader. It is evident to all alike that a great democratic revolution is going on amongst us; but there are two opinions as to its nature and consequences. To some it appears to be a novel accident, which as such may still be checked; to others it seems irresistible, because it is the most uniform, the most ancient, and the most permanent tendency which is to be found in history. Let us recollect the situation of France seven hundred years ago, when the territory was divided amongst a small number of families, who were the owners of the soil and the rulers of the inhabitants; the right of governing descended with the family inheritance from generation to generation; force was the only means by which man could act on man, and landed property was the sole source of power. Soon, however, the political power of the clergy was founded, and began to exert itself: the clergy opened its ranks to all classes, to the poor and the rich, the villein and the lord; equality penetrated into the Government through the Church, and the being who as a serf must have vegetated in perpetual bondage took his place as a priest in the midst of nobles, and not infrequently above the heads of kings. The different relations of men became more complicated and more numerous as society gradually became more stable and more civilized. Thence the want of civil laws was felt; and the order of legal functionaries soon rose from the obscurity of the tribunals and their dusty chambers, to appear at the court of the monarch, by the side of the feudal barons in their ermine and their mail. Whilst the kings were ruining themselves by their great enterprises, and the nobles exhausting their resources by private wars, the lower orders were enriching themselves by commerce. The influence of money began to be perceptible in State affairs. The transactions of business opened a new road to power, and the financier rose to a station of political influence in which he was at once flattered and despised. Gradually the spread of mental acquirements, and the increasing taste for literature and art, opened chances of success to talent; science became a means of government, intelligence led to social power, and the man of letters took a part in the affairs of the State. The value attached to the privileges of birth decreased in the exact proportion in which new paths were struck out to advancement. In the eleventh century nobility was beyond all price; in the thirteenth it might be purchased; it was conferred for the first time in 1270; and equality was thus introduced into the Government by the aristocracy itself.

El presente trabajo, es un tema que se ubica, dentro de uno mayor llamado Inteligencias múltiples. Mi propuesta es desarrollar siete inteligencias prioritarias, acordes con el ideal constitucional (...desarrollar armónicamente, todas las facultades del ser humano. Art. 3). Al desarrollar estas siete capacidades (meta-normas), desarrollaríamos una cultura jurídica tal, que estimularía una conducta acorde con la legalidad y esto evitaría un sinnúmero de acciones, fuera del orden.

In 2011, political protests sprang up across the world. In the Middle East, Europe, Latin America, the United States unlikely people sparked or led massive protest campaigns from the Arab Spring to Occupy Wall Street. This book examines the development of the theory and practice of constitutionalism, defined as a political system in which the coercive power of the state is controlled through a pluralistic distribution of political power. It explores the main venues of constitutional practice in ancient Athens, Republican Rome, Renaissance Venice, the Dutch Republic, seventeenth-century England, and eighteenth-century America. From its beginning in Polybius' interpretation of the classical concept of mixed government, the author traces the theory of constitutionalism through its late medieval appearance in the Conciliar Movement of church reform and in the Huguenot defense of minority rights. After noting its suppression with the emergence of the nation-state and the Bodinian doctrine of sovereignty, the author describes how constitutionalism was revived in the English conflict between king and Parliament in the early Stuart era, and how it has developed since then into the modern concept of constitutional democracy.
