In 2005, the Dutch referendum on whether to ratify the treaty establishing a European constitution dramatically exposed the rift between political and public opinion in European policymaking. Additionally, the referendum demonstrated that politicians had failed to function as adequate links between Europe as an entity and its Dutch citizens. Against this turbulent background, the authors analyze the European Union’s relative lack of legitimacy in the Netherlands and advise how its image might earn more popular appeal by going beyond traditional institutional approaches.

This book discusses the domestic politics of treaty reform in the European Union, from the failed referendums on the Constitutional Treaty held in France and the Netherlands in May-June 2005 to the entry into force of the Treaty of Lisbon in December 2009. This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report's recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice.

Defence policy and the role of the armed forces can subsequently be determined on the grounds of said analysis. More than ever, internal and external security, and developments both in the Netherlands and abroad are interconnected. The world order is shifting, the cooperation within NATO and the EU is under pressure and the Dutch armed forces are gasping for breath. What is the task of Dutch security and the defence policy? There have been growing calls in the last few years to end the devastating cuts in the defence budget and to invest more in security. The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. This is illustrated by tensions between population groups and the clashes over the Gülen schools after the failed putsch in Turkey on 15 July 2016 and over the constitutional referendum in that country. How do we ensure that any additional funds are not divided amongst the branches of the armed forces without any sense of strategic direction?
