"The Pacific Fishery Management Council (Council) proposes changes to its Pacific Coast Groundfish Fishery Management Plan (groundfish FMP) to rationalize Federal management of the Pacific Coast groundfish trawl fishery. This would be accomplished by implementing a limited access privilege (LAP) program and modifying the approach to controlling bycatch of Pacific halibut in the groundfish trawl fishery. LAPs are a form of output control whereby an individual fisherman, community, or other entity is granted the privilege to catch a specified portion of the total allowable catch (TAC). The proposed action (termed "trawl rationalization") is intended, among other things, to increase economic efficiency within the Pacific coast groundfish trawl fishery and reduce the incidental catch of overfished groundfish and possibly Pacific halibut (often referred to as bycatch and defined as fish that are not kept or sold and are discarded, usually at sea). Implementing the action will involve both changes to the management framework in the FMP and promulgation of implementing regulations"--Executive summary (p. iii).
