European societies have long been tarnished by racial discrimination, and the game of football is no exception. With immigrants arriving from former colonies, European Union member-states, and third-world countries, integration in these two societies has been ascribed significance across the continent. Considering that the conduct of football fans in stadiums reflects_to a certain extent_society as a whole, this book examines the impact of racism upon the popular game. Anti-Racism in European Football provides a critical assessment of the campaigns and related policies of organizations that work to understand racism in football. It explores what has been achieved by the organizations' campaigns, the problems they encountered, and how these were overcome. In its focus on the work that anti-racism organizations carry out, this book's original contributions should appeal to professionals in football-related NGOs, and students and scholars working in social science fields related to racism and sport.

Europe has come a long way at least in the institutional response to racism. This book describes the responses of the Council of Europe and the European Union to the worrying trends of racism and xenophobia in the 1990s, and considers the prospects for combating discrimination in Europe using tools that have emerged as a result.

The European Union has committed itself to combating racism as a general objective of law and policy. EU legislation requires Member States to introduce laws prohibiting racial discrimination in many aspects of everyday life, including employment, education, healthcare, and housing. Alongside legislation requiring action at national level, the EU institutions have also made periodic commitments to 'mainstream' racial equality: taking anti-racism objectives into account within all areas of EU law and policy. This book analyses the extent to which the objectives of combating racism and promoting ethnic equality have been effectively mainstreamed throughout a wide range of EU policy fields. It begins by considering what combating racism means in the contemporary context of the enlarged EU. Bell explores what mainstreaming ethnic equality objectives entails, and whether the priorities and instruments differ from those adopted in the earlier mainstreaming of gender equality, or those used on other discrimination grounds. The second part of the book examines the extent to which EU law and policy objectives have, in practice, been integrated, exploring the effects in the key areas of employment, social inclusion (including education, health and housing), immigration, and criminal law.

Racism Postcolonialism Europe turns the postcolonial critical gaze that had previously been most likely to train itself on regions other than Europe, and sometimes those perceived to be most culturally or geographically distant from Europe, back on Europe itself. The book argues that racism is alive and dangerously well in Europe, and examines this racism through the lens of postcolonial criticism. Postcolonial racism can be a racism of reaction, based on the perceived threat to traditional social and cultural identities; or a racism of (false) respect, based on mainstream liberals' desire to hold at arm's length 'different' cultures they are anxious not to offend. Most of all, postcolonial racism, at least within the contemporary European context, is a racism of surveillance, whereby 'foreigners' become 'aliens', 'protection' disguises 'preference', and 'cultural difference' slides into 'racial stigmatization' --all in the interests of representing the European people, which is a very different entity to the European population as a whole.
