The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.

Poverty has long been a developmental challenge in the Global South in general and in sub-Saharan Africa in particular. With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.

This Volume XIV analyses the New Growth and Poverty Alleviation Strategies for Africa. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan), and with the institutions to enhance environmental protection parallel with economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania, and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book Reviews and Book Notes on the theme are part of the volume. This Volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on New Growth and Poverty Alleviation Strategies for Africa - International and Regional Perspectives. Both Volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local and project levels. The vast majority of the world’s working women, particularly those from low-income households in developing countries, are located in the informal economy in activities that are casual, poorly paid, irregular and outside the remit of formal social security and protective legislation. This book examines the constraints and barriers which continue to confine women to these forms of work and what this implies for their ability to provide for themselves and their families and to cope with insecurity. It develops a framework of analysis that integrates gender, life course and livelihoods perspectives in order to explore the interactions between gender inequality, household poverty and labour market forces that help to produce gender-differentiated experiences of risk and vulnerability for the working poor. Drawing on practical experiences from the field, It uses this framework to demonstrate the relevance of a gender-analytical approach to the design and evaluation of a range of social protection measures that are relevant to women at different stages of their life course. These include conditional and unconditional social transfers to reduce child labour and promote children’s education, child care support for working women, financial services for the poor, employment generation through public works and different measures for old age security. The book stresses the importance of an organised voice for working women if they are to ensure that employers, trade unions and governments respond to their need for socio-economic security. Finally, the book synthesises the main lessons that emerge from the discussion and the linkages between social protection strategies and the broader macro-economic framework.
