This study provides a conceptual framework for analysing Results-Based Approaches to improving public sector effectiveness and efficiency according to their actor constellation and shared characteristics. Though the importance of functioning public sector agencies and organizations for sustainable development is accepted, public sector reform efforts have achieved only modest success. Results-Based Approaches aim at improving public sector performance through the establishment of reward modalities on the domestic and international levels, and the authors evaluate the potential of these approaches to provide an entry point for development cooperation. Applying their framework to empirical data obtained from fieldwork in Rwanda, they analyse the main domestic performance approach – Imhigo – and suggest how this might be strengthened.

This book offers a fresh approach to human rights by analyzing the role of institutional checks and balances, governmentalism and system's approach, intended for the prevention of human rights violations, the enforcement of human rights norms and rules, and important actors such as International Non-Governmental Organizations (INGO), and domestic Non-Governmental Organizations (NGOs). The book presents case studies that offer innovative, political, historical, and social perspectives on how the International Human Rights Regime (IHRG) is practiced. It critically examines the interpretation, inconsistency, and application of the human rights norms in the Global South, and shows how the national mobilization of human rights is directly affected by the interdependence existing between the national and the transnational levels. This Joint Staff Advisory Note focuses on the Poverty Reduction Strategy Paper for Rwanda. Rwanda’s second Economic Development and Poverty Reduction Strategy (EDPRS 2) covers FY2013/14–2017/18. It builds on the lessons learned in the implementation of the EDPRS 1. Among the positive lessons, the authorities point to the importance of ownership of the strategy including aid-financed programs, home-grown initiatives, community-based solutions, and an adequate institutional and legal framework. The overall objectives of the EDPRS 2 are to accelerate growth and further reduce poverty, including extreme poverty.

Rwanda has made unsurmountable strides along its development path. Rwanda has placed among the world's fastest-growing economies, climbing the development ladder from second-poorest in the world in 1994 to sit ahead of nineteen other countries. Today, job creation lies at the heart of Rwanda's development challenge. The government of Rwanda (GoR) recognizes the urgency of creating new jobs. The new thirty-year Vision for the period up to 2050, which is currently being finalized, elaborates the country's long-term development goals. The core of transformation for prosperity is developing high-value and competitive sectors, to transition the population and economy from subsistence agriculture toward industry and high-skilled services. The purpose of the Rwanda country privates sector diagnostic (CPSD) is to identify market opportunities and constraints in sectors that advance the country's development objectives. By assessing the landscape of private sector investment in the country, the CPSD identifies specific constraints to private sector investment and productivity growth, concrete opportunities that could materialize in the short term, and the reforms that will enable this materialization. It then discusses how specific actions by the public sector in collaboration with the private sector by filling gaps in public investment, reforming regulations, and addressing market failures could unleash sectors' private investment potential.

Rwanda’s Economic Development and Poverty Reduction Strategy (EDPRS) covers the period 2008–12 and provides a medium-term framework for achieving the country’s long-term development aspirations as embodied in Rwanda Vision 2020, the seven-year Government of Rwanda (GoR) program, and the Millennium Development Goals. The economic cluster covers the macroeconomic and financial sector (energy, transport, information and communication technology (ICT) and Science, Technology and Innovation (STI), private sector development, and environment and natural resources management; and the social sector covers health, water and sanitation, education, social protection, and youth.
