This report analyses the performance of public administration in Ukraine through a set of standard indicators based on the Principles of Public Administration. The Principles set out what good public governance entails in practice and outline the main requirements to be followed by countries during the European Union (EU) integration process. They address the preconditions for a good public administration (good laws, policies, institutional capacity and procedures) and how an administration performs in practice.

A unique study of public service evolution in the 15 post-soviet countries from independence to date. It reveals the diversity in their transformation shaped by historical and cultural traditions and the soviet legacy they inherited, as well as by the impact of the political will of ruling elites, all of which influenced the socio-economic and governance models these countries adapted. Its value lays with the fact that it is a collaborative outcome of prominent practitioners, who actively participated in the transformation process, and leading scholars representing all 15 post-soviet countries. It is valuable addition to the body of knowledge of public administration, allowing for improved understanding of the complexity and depth of change that has taken place over the past 30 years. It provides an in-depth analysis of the public service reform process; a subject relevant to the countries of the Region and beyond.

This book highlights the main factors determining the quality of public administration in conflict affected countries; and assesses to what extent the conflict determines and impacts on the performance of public administration in affected countries. The main value added by this book is confirming the general expectation that there is no direct and universal link between the conflict and public administration performance (and vice-versa). One may need to argue that each country situation differs and specific factors of internal and external environments determine the trends of public administration performance in conflict affected countries. To achieve the overarching goal of the book, sixteen country studies were developed from all relevant continents - America, Africa, Asia and Europe: Bangladesh, Colombia, Croatia, Egypt, Georgia, Iraq, Kosovo, Nigeria, Palestine, Paraguay, Philippines, Serbia, South Africa, Uganda, Ukraine, and Venezuela.

In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours.
