In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify– trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called “departure from uniformity”. This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone. Regional Administration in Japan: Departure from uniformity will interest researchers of Japanese public policy and public administration. This book will also engage researchers of Japanese politics and Japanese studies in general.

The real leaders for the economic and social revolution which has taken place in Japan over the twenty years following the Second Wold War have been the Japanese government - not just Prime Ministers and Ministers of State, but the leadership of the ministries of the national government which, along with the leaders of the ruling Liberal Democratic party, constitute the three 'rings of power' which rule Japan. Professor Bingman uses his wide experience in the US government to identify and provide a superb distillation of facts and insights about how the Japanese government manages public programs in what he calls 'a remarkable achievement in public management'.

Written by leading experts, Public Administration in East Asia: Mainland China, Japan, South Korea, Taiwan examines the inner workings of governments in East Asia, in particular its public administration and related public policy processes. It focuses on the apparatus of government — the agencies, their values, context, and policies within which they operate. Organized in parallel sections, the book covers the history, public policy processes, organization, HRM, ethics, corruption, intergovernmental relations, performance management, and e-government. It discusses each of these topics separately for Mainland China, Japan, South Korea, and Taiwan, providing an unusual and important comparative perspective. The book includes essential knowledge and facts, discussions of emerging issues, and useful resources for further reading. It addresses questions such as: What is the history of public administration in East Asia? How are decisions made? What is the role of Confucianism in shaping public administration? How does the developmental path affect public administration? Why is performance management emphasized? What is the state of citizen participation? How are ethical underpinnings of the civil service different from the West? Why are intergovernmental relations an essential issue in East Asia? What are the politics behind world-class achievements in IT? What is the nature of civil service reform? What is the nature of efforts to combat government corruption? You can find many books on trade policy and politics that sometimes give good insight into the operation of government agencies. You can also find a few edited books that contain single chapters on countries in the Asia-Pacific region. What is missing, however, is a single resource that provides an overview with depth on matters solely about public administration. This state-of-the-art resource brings together the fragments of existing knowledge on East Asian economies, filling the need for a comprehensive compendium that showcases the public administration practices in the region and East Asia’s innovative approaches to governance and its many challenges.

This Handbook focuses on Japan's public administration and bureaucracy at its national level, and the effects of national politics on administrative decision-making and outcomes. It also provides in-depth analysis and description of the Japanese politics-civil service relationship. As the Japanese government is relatively centralized, an understanding of its national-level public administration is vital to comprehending the nature of Japanese bureaucracy. This handbook is divided into four parts: the history of Japanese bureaucracy; the bureaucratic system and underlining laws, rules, and regulations; the relationship between politics and the legislative process; and bureaucracy in practice in the 12 major ministries. It will make an important contribution to studies on politics and governance in Japan, and will become essential reading for scholars in both their research and teaching.
