In stark contrast to the dysfunctional megacity of today, The Municipality of Metropolitan Toronto was a city that worked. Some refer to this period from 1954 to 1998 as Toronto’s “Golden Age”. This book traces the growth and governance of the city from its creation in 1834 through its successful Metro years to why and how the decision was made to establish the present megacity while at the same time either accidentally or deliberately turning the Ontario government into both a provincial government and a regional government, as well, for a significantly enlarged Greater Toronto Area. Then it urges the provincial government to initiate a long over-due review of the governance of the city aimed at returning it to a city that works either by way of a de-amalgamation, as successfully achieved in Montreal, or at the very least by a decentralization of local responsibilities.

Based on meticulous research of Toronto’s postwar plans and supplemented by dozens of interviews, Planning Toronto provides a comprehensive and lively explanation of how Toronto’s postwar plans – city, metropolitan, and regional – came to be, who devised them, and what impact they had. When it comes to the history of urban planning, the question may not be whether a particular plan was good or bad but whether in the end it made a difference. As White demonstrates, in Toronto’s case planning did matter – just not always as expected.

Jane Jacobs's famous book The Death and Life of Great American Cities (1961) has challenged the discipline of urban planning and led to a paradigm shift. Controversial in the 1960s, most of her ideas became generally accepted within a decade or so after publication, not only in North America but worldwide, as the articles in this volume demonstrate. Based on cross-disciplinary and transnational approaches, this book offers new insights into her complex and often contrarian way of thinking as well as analyses of her impact on urban planning theory and the consequences for planning practice. Now, more than 50 years after the initial publication, in a period of rapid globalisation and deregulated approaches in planning, new challenges arise. The contributions in this book argue that it is not possible simply to follow Jane Jacobs's ideas to the letter, but instead it is necessary to contextualize them, to look for relevant lessons for cities and planners, and critically to re-evaluate why and how some of her ideas might be updated. Bringing together an international team of scholars and writers, this volume develops conclusions based on new research as to how her work can be re-interpreted under different circumstances and utilized in the current debate about the proclaimed ’millennium of the city’, the 21st century.

For the first time in human history, more than half the world’s population is urban. A fundamental aspect of this transformation has been the emergence of giant cities, or megacities, that present major new challenges. This book examines how issues of megacity development, urban form, sustainability, and unsustainability are conceived, how governance processes are influenced by these ideas, and how these processes have in turn influenced outcomes on the ground, in some cases in transformative ways. Through 15 in-depth case studies by prominent researchers from around the world, this book examines the major challenges facing megacities today. The studies are organized around a shared set of concerns and questions about issues of sustainability, land development, urban governance, and urban form. Some of the main questions addressed are: What are the most pressing issues of sustainability and urban form in each megacity? How are major issues of sustainability understood and framed by policymakers? Is urban form considered a significant component of sustainability issues in public debates and public policy? Who are the key actors framing urban sustainability challenges and shaping urban change? How is unsustainability, risk, or disaster imagined, and how are those concerns reflected in policy approaches? What has been achieved so far, and what challenges remain? The publication of this book is a step toward answering these and other crucial questions.
