Many governments rely on oil companies to efficiently exploit natural resources. Governments have the challenging task of deciding which companies should be awarded exclusive rights to explore, develop, and produce their petroleum resources, and on what conditions such rights should be awarded. This paper analyzes the available evidence on the advantages and disadvantages of various systems used by petroleum-producing countries to allocate petroleum exploration, development, and production rights, and considers the policy implications of each system. The experience of six petroleum-producing countries is presented in detail, and numerous other examples are provided to derive lessons of wider applicability. The paper presents various conclusions for policy makers about the optimal design of allocation systems.

"I discussed issues related to mineral rights and the oil and gas industry many times in my twelve years in the House of Commons. Now after reading this book I wish I could have those discussions over again. I would present the issues with much more confidence and accuracy. Upstream is easy to understand and loaded with important facts." - Randy White, former Member of Parliament "Understanding an industry requires that one learn its language. In the context of the oil and gas industry, Ms. Louie has authored a valuable immersion experience." - Sean E.D. Fairhurst, Partner, MacPherson Leslie & Tyerman LLP * In Upstream: Oil and Gas Exploration and Production, industry expert Levonne Louie simplifies and demystifies this area of the oil and gas sector for readers in Canada and beyond. In her straightforward, easy-to-follow guide, Louie presents an overview of the fundamental and essential components of what is known as the upstream part of the industry and how exploration for oil and natural gas is done and how the products are produced. An experienced consultant, author and speaker, Levonne Louie addresses complex questions with ease and a penchant for the plain and simple - from how geologists decide where to focus the exploration, to the acquisition of mineral and surface rights, to how production of oil and gas occurs and the impact of global factors on the industry. Building on the success of her first book - Mineral Land Rights: What You Need to Know - Oil and Gas Exploration and Production is an indispensable guide for everyday readers and industry members alike. * Levonne Louie has been an oil and gas industry professional for over thirty-six years. She has experience in negotiation, government relations, business development, strategy development and coaching. Practical Petroleum Geochemistry for Exploration and Production provides readers with a single reference that addresses the principle concepts and applications of petroleum geochemistry used in finding, evaluating, and producing petroleum deposits. Today, there are few reference books available on how petroleum geochemistry is applied in exploration and production written specifically for geologists, geophysicists, and petroleum engineers. This book fills that void and is based on training courses that the author has developed over his 37-year career in hydrocarbon exploration and production. Specific topical features include the origin of petroleum, deposition of source rock, hydrocarbon generation, and oil and gas migrations that lead to petroleum accumulations. Also included are descriptions on how these concepts are applied to source rock evaluation, oil-to-oil, and oil-to-source rock correlations, and ways of interpreting natural gas data in exploration work. Finally, a thorough description on the ways petroleum geochemistry can assist in development and production work, including reservoir continuity, production allocation, and EOR monitoring is presented. Authored by an expert in petroleum geochemistry, this book is the ideal reference for any geoscientist looking for exploration and production content based on extensive field-based research and expertise. - Emphasizes the practical application of geochemistry in solving exploration and production problems - Features more than 200 illustrations, tables, and diagrams to underscore key concepts - Authored by an expert geochemist that has nearly 40 years of experience in field-based research, applications, and instruction - Serves as a refresher reference for geochemistry specialists and non-specialists alike
