Indonesia’s commitment to reducing land-based greenhouse gas emissions significantly includes the expansion of conservation areas, but these developments are not free of conflicts. This book provides a comprehensive analysis of agrarian conflicts in the context of the implementation of REDD+ (Reducing Emissions from Deforestation and Forest Degradation) and forest carbon offsetting in Indonesia, a country where deforestation is a major issue. The author analyzes new kinds of transnational agrarian conflicts which have strong implications for global environmental justice in the REDD+ pilot province of Jambi on the island of Sumatra. The chapters cover: the rescaling of the governance of forests; privatization of conservation; and the transnational dimensions of agrarian conflicts and peasants' resistance in the context of REDD+. The book builds on an innovative conceptual approach linking political ecology, politics of scale and theories of power. It fills an important knowledge and research gap by focusing on the socially differentiated impacts of REDD+ and new forest carbon offsetting initiatives in Southeast Asia, providing a multi-scalar perspective. This book describes the ecosystem of the Andean watersheds, covering the Californian valley, tropical Andes, and southern Andes. Case studies of the new methods and techniques used for hydrological research in the Andes are provided, and sustainability issues pertaining to Andean water resources are discussed in the context of climate change, social and economic issues, and public policy. Furthermore, the impact of economic development on the Andean ecosystem, specifically the effect on the water cycle and the water-energy-food nexus, are examined.

Bringing together a multidisciplinary set of scholars and diverse case studies from across the globe, this book explores the management, governance, and understandings around water, a key element in the assemblage of hydrosocial territories. Hydrosocial territories are spatial configurations of people, institutions, water flows, hydraulic technology and the biophysical environment that revolve around the control of water. Territorial politics finds expression in encounters of diverse actors with divergent spatial and political–geographical interests; as a result, water (in)justice and (in)equity are embedded in these socio-ecological contexts. The territory-building projections and strategies compete, superimpose and align to strengthen specific water-control claims of various interests. As a result, actors continuously recompose the territory’s hydraulic grid, cultural reference frames, and political–economic relationships. Using a political ecology focus, the different contributions to this book explore territorial struggles, demonstrating that these contestations are not merely skirmishes over natural resources, but battles over meaning, norms, knowledge, identity, authority and discourses. Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
