The book pays tribute to the celebrated economist Professor Suresh Tendulkar’s contribution and scholarship to economics, economic-policy making, and economic reforms in India. Professor Tendulkar served on numerous panels and commissions set up to reform diverse aspects of India’s economy. To name a few, he served as the Chairperson of the Prime Minister’s Economic Advisory Council, Chairman of the National Commission of Statistics, National Sample Survey Organisation, Committee on National Accounts, and as a member in the Fifth Pay Commission, the Disinvestment Commission (1996). He is credited with devising the new method to estimate poverty in India which resulted in India’s poverty estimates being scaled up. This book primarily focuses on Professor Tendulkar’s contributions on economic planning in India, the political economy of economic reforms, and his important conceptual and policy-relevant work on poverty measurement. The three sub-themes of the book – Economic Reforms and Policy Formulation, Poverty and Inequality, and Development and Trade – are indicative of his specific research interests, namely poverty and well-being, and India and the world economy. In this book, Das presents a class-based perspective on the economic and political situation in contemporary India in a globalizing world. It deals with the specificities of India’s capitalism and neoliberalism, as well as poverty/inequality, geographically uneven development, technological change, and export-oriented, nature-dependent production. The book also deals with Left-led struggles in the form of the Naxalite/Maoist movement and trade-union strikes, and presents a non-sectarian Left critique of the Left. It also discusses the politics of the Right expressed as fascistic tendencies, and the question of what is to be done. This book explores the role of public action in eliminating deprivation and expanding human freedoms in India. The analysis is based on a broad and integrated view of development, which focuses on well-being and freedom rather than the standard indicators of economic growth. The authors placehuman agency at the centre of stage, and stress the complementary roles of different institutions (economic, social, and political) in enhancing effective freedoms.In comparative international perspective, the Indian economy has done reasonably well in the period following the economic reforms initiated in the early nineties. However, relatively high aggregate economic growth coexists with the persistence of endemic deprivation and deep social failures. JeanDreze and Amartya Sen relate this imbalance to the continued neglect, in the post-reform period, of public involvement in crucial fields such as basic education, health care, social security, environmental protection, gender equity, and civil rights, and also to the imposition of new burdens such asthe accelerated expansion of military expenditure. Further, the authors link these distortions of public priorities with deep-seated inequalities of social influence and political power.
