With contribiutions Francesco Bandarin, Minja Yang and Mechthild Rössler This publication is the fourth in the Heritage Studies series and aims to reflect upon the many dimensions of sustainability and sustainable development within the Heritage Studies discourse. Sustainability as a concept and sustainable development as a goal are presented in official policies within UNESCO's understanding of heritage, in its paradigmatic reflections and in the diversity of theories and methods, including many different and sometimes conflicting understandings of sustainability within this discourse. Thus, the contributors to this publication discuss sustainability as it directly concerns the potential of different approaches to World Heritage and Intangible Heritage. The inclusion of the four dimensions of sustainability - environmental, economic, social and cultural - into the Heritage Studies discourse opens a new perspective on the discourse itself.

This volume looks at sustainable protection and sustainable use of cultural and natural heritage, particularly in view of the current challenges of the 21st century. For more than 40 years the World Heritage Convention has regulated the protection of the cultural and natural heritage of humankind, particularly in that heritage shall be protected if it is threatened by modern development. The international community has also adopted sustainability and sustainable development, as objectives to facilitate the protection of cultural and natural heritage. Sustainable heritage protection and use must therefore be preserved in the face of the global challenges it faces and must be perceived in terms of societal, political and corresponding economic paradigms.

Changing Heritage presents the most comprehensive analysis of heritage issues available today. Critically analysing the complexity of the current and forthcoming issues faced by heritage, it presents insightful directions for the future. Drawing on the author’s many years of experience working in senior positions at UNESCO, the book presents discussions of heritage sites all around the world. Today, our cultural and natural legacies face significant threats due to social and economic developments, political pressures, and unresolved historical issues. This book delves into these threats from two distinct perspectives: internal tensions and external pressures. The internal tensions include the disregard for human rights and gender equality; the increasing exploitation of heritage for political purposes; the development of post-colonial perspectives; and the necessity to reassess the established notion of "universal value." External pressures stem from global processes, unsustainable tourism, political conflicts, ethnic clashes, and religious strife that are causing destruction in numerous parts of the world. Examining the dynamics between heritage and these internal tensions and external pressures, Bandarin offers insights into the challenges faced and emphasises the imperative role of civil society in safeguarding the value of heritage for present and future generations. Changing Heritage explores a wide range of issues surrounding the crisis in heritage management on an international level. For a long time, resource conservationists have viewed environmental conservation as synonymous with wilderness and wildlife resources only, oblivious to the contributions made by cultural and heritage resources. However, cultural heritage resources in many parts of the developing world are gradually becoming key in social (e.g. communities’ identities and museums), economic (heritage tourism and eco-tourism), educational (curriculum development), civic (intergenerational awareness), and international resources management (e.g. UNESCO). In universities, African cultural heritage resources are facing a challenge of being brought into various academic discourses and syllabi in a rather reactive and/or haphazard approach, resulting in failure to fully address and research these resources’ conservation needs to ensure that their use in multiple platforms and by various stakeholders is sustainable. This book seeks to place African cultural heritage studies and conservation practices within an international and modern world discourse of conservation by presenting its varied themes and topics that are important for the development of the wider field of cultural heritage studies and management.

This book proposes a Metamodel for heritage-based urban development, based on urban morphology, governance theory, and the metamodeling concept of John P. Van Gigch. Building on international policies such as the 2011 Recommendation for Historic Urban Landscapes and the results of the 2016 Urban Habitat III Conference, cultural heritage is now regarded as a potential resource for sustainable urban development. While more and more evidence of the potential benefits of cultural heritage for sustainable development has been published, this book is the first to develop and design a Metamodel that can be universally applied in a wide variety of settings. The Metamodel was developed using grounded theory and design research methodology and is based on three successful case-models from European contexts. The book includes three application scenarios that elaborate how the metamodel can be used to design, evaluate, and improve processes where cultural heritage is a starting point for sustainable urban development.

This book explores and reveals the intricacies of Jewish heritage in contemporary Germany, the role it plays as a "moral heritage" in the symbolic representation of Jews and Judaism in the national landscape, and its relevance for the cultural sustainability of local Jewish communities. The practice of synagogue music in the past and present is a central case study in the discussions. This ethnographic study examines how Jewish liturgical music as the cultural heritage of minorities has been constructed, treated, discussed, appropriated, and passed on to different actors in different forms and for different purposes over time. It also examines the resulting moral and ethical questions and power imbalances. The author discusses how both Jewish and non-Jewish stakeholders utilize the music of 19th- and early 20th-century Reform Judaism and the Minhag Ashkenaz for a symbolic reconstruction of German Jewry. Furthermore, they repatriate it in local Jewish communities today. This is usually done for individual, sometimes commercial, rather than religious reasons. The Jewish-musical cultural heritage process is characterized by moral imperatives and complex negotiations about power and representation. It reveals problematic aspects of German-Jewish relations, cross-generational rifts, and denominational differences between the Jewish communities in post-war Germany.

From its late nineteenth century origins, the concept of protected areas has increased in scope and complexity. It now has to come to terms with the twenty first century world of neo-liberal politics, performance metrics and the growing and complex demands of tourism. This international collection of papers explores how this might be done, detailing the issues involved, and the value and values that protected areas have for economies, peoples and environments. Special attention is given to World Heritage Sites, tourism planning and their communities, to the growth of private protected areas, and to the health values of protected areas. Other subjects include private sector business involvement in protected areas, concessions policy experiments, and how the work of the world’s largest protected area agency, the US National Park Service, is adapting to changing political and market demands, and to the challenges of sustainable development. It concludes with a searching interview with a member of UNESCO’s World Heritage Committee. The chapters were originally published in a special issue in the Journal of Sustainable Tourism.
