"Sir Robert Peel, 2nd Baronet (5 February 1788? 2 July 1850) was a British Conservative statesman, who served as Prime Minister of the United Kingdom from 10 December 1834 to 8 April 1835, and also from 30 August 1841 to 29 June 1846. While Home Secretary, Peel helped create the modern concept of the police force, leading to officers being known as "Bobbies" (in England) and "Peelers" (in Northern Ireland). As Prime Minister Peel issued the Tamworth Manifesto (1834) during his brief first period in office, leading to the formation of the Conservative Party out of the shattered Tory Party; in his second administration he repealed the Corn Laws."--Wikipedia.

First published in 1964, Peel and the Conservative Party is a major historical study that considers the problems of Peel who in 1932 was to recreate a party which had been shattered successively by Canning, Catholic Emancipation, and the Reform Bill, and, to lead a party whose interests were hopelessly divided between agriculture and industry. Drawing on the conclusions of recent research, this book takes a more critical view of Peel's political career than is conventionally offered. It argues that, although Peel was an efficient administrator and a dominant political leader in the 1830s and 1840s, he lacked both intellectual flexibility and political sensitivity. His arrogance and inflexibility rather than the inadequacies of his backbenchers, were largely responsible for the break-up of the Conservative party in 1846 and for its generation in the political wilderness thereafter.
