The most fundamental and far-reaching decision of India’s Constitution-makers was to establish the Indian democracy on the foundations of universal adult suffrage and on the principle of ‘one man; on vote’. The decision was an act of faith; homage to the people of India; implicit in the liberal outlook of India’s freedom struggle. The decision to adopt universal adult suffrage was simple and without controversy; but it was by all accounts momentous and revolutionary; making every adult Indian citizen irrespective of caste; sex and economic or educational qualification; a shareholder in India’s democratic enterprise. Consequent of that decision; India became the largest democracy in the world. The Indian Parliament exercises influence rather than power. Its functions lie primarily in processes of consultation and articulation and in the audit and scrutiny of the operations of the government. The substance of the power resides in the cabinet; and more particularly; in the office of the prime minister; but the sanction for that political power is provided by the representative principle embodied in the Parliament. This book presents a comprehensive overview of India’s electoral democracy and political system. It provides an in-depth analysis of the 2019 parliamentary elections to explore three crucial facts of India’s political life: the legitimacy of political competition as the only basis of power; elections as the only legitimate basis of political competition; and political parties as the only legitimate agency to conduct political competition. The book argues that the vitality and resilience of India’s electoral democracy remain high owing to large mass participation in elections that are competitive and relatively free and fair. The volume includes key theoretical, empirical, and comparative perspectives on parties and elections from experts, and covers all major political parties of India, along with the performance of many representative regional parties. It discusses themes such as elections and party competition in India; ideology, interest, religion, and gender as they affect social mobilisation and political transaction; economic and politial change, and multiparty democracy; the dynamics of the Muslim vote; fluctuating electoral fortunes; and electoral campaigns and role of social media. This book will be an essential read for scholars and researchers of political science, political sociology, election studies, Indian politics, South Asian politics, and South Asian studies. It will also interest those in politics, public policy and governance, civil society organisations, media and journalism, and the general reader.

The Parliament is the visible face of democracy in India. It is the epicentre of political life, public institutions of great verve, and a regime of Rights. In a first-of-its-kind study, this book delves into the lived experience of the Indian Parliament by focusing on three distinct phases—the 1950s, the 1970s, and the 1990s and beyond. The authors argue against the widely held notion of its ongoing decline, and demonstrate how it has repeatedly, and successfully, responded to India's changing needs in six decades of existence. This comprehensive and authoritative study examines the changing social composition and differing modes of representation that make up the Lok Sabha and critically explores its relation with the Rajya Sabha. Developments in the institutional complex of the Parliament, including the functioning of the Opposition and the Speaker are traced over time, along with the processes of legislation and accountability. Major debates in the House are scrutinized, and much of the analysis is based on empirical data gathered from surveys circulated among prominent politicians and public intellectuals. It also addresses the intricate issue of relations between the Judiciary and the Parliament. In its in-depth focus on the Lok Sabha, the volume highlights the way the Parliament has come to encompass India's proverbial diversity. It especially demonstrates the route this institution has taken to engage with fractious issues of diverging linguistic and regional demands.
