For centuries an oppressed colony, afterward, for a short period, under the protection of a sympathetic neighbor, she will soon become a free and sovereign state. To attain this high destiny has been the noble ambition of her patriots in every generation. The American people saw her struggling with a heroism born only of sublime ideals, against a relentless foe--military despotism--and went to her rescue. Their sons joined her own in freedom's battle and laid upon its altar many lives as a sacrifice for Cuba's independence. The birth of a nation is an event which must turn the eyes of all civilized peoples toward the new state. The romantic, but sad, history of this isle, more favored by nature than, perhaps, any other territory on the face of the globe, has appealed to the imagination of the poet, to the powers of the descriptive writer, to the pen of the historian, to the brain of the statesman, and to the heart of the world. On Monday, November 5, 1900, at twelve o'clock noon, there assembled in the city of Havana, Cuba, thirty-one delegates elected by the voters of the island for the purpose of framing a Constitution for the new state.
