This Report to Stakeholders reviews some of our transportation research efforts in Wisconsin during the past four years. A few of these studies are already complete and have made a significant impact on the way we do business. Many of the projects will be finished in the coming months. For all of us interested in Wisconsin's transportation future, the report provides an overview of these diverse and laudable investigations.

In 2004, the Wisconsin Highway Research Program (WHRP) initiated project # 0092-04-15, entitled, "Bridge Integrated Analysis and Decision Support--Case Histories (Phase I)" at the University of Wisconsin-Milwaukee (UWM) to document the existing knowledge related to Wisconsin bridge incidents in the form of a database of case histories. That study was completed in 2007 where for the database for each case study included detailed information on the bridge, past repair and maintenance, description of the events, reporting, and initial and subsequent responses by the responsible parties, and any resulting remediation. The database entitled "Bridge Incident Response Database" (BIRD) is web-based and searchable with "keywords" and it is detailed in the final report (SPR # 0092-04-15) that was published in January 2008.

The fourth Structural Materials Technology NDT Conference was held in Atlantic City, New Jersey, with over sixty speakers presenting on a wide variety of topics. The goal of this conference was to inform engineers and researchers of the new nondestructive testing/nondestructive evaluation (NDT/NDE) technologies and techniques available for use in transportation construction. The use of alternative materials is challenging NDT/NDE professionals to develop new methods or modify existing techniques to address quality control, quality assurance, and long-term monitoring of structures built or strengthened with these materials. One such alternative is fiber-reinforced polymer (FRP) products. This conference included papers on this topic and a panel discussion that focused on the future of NDT/NDE technologies for structures built or rehabilitated with FRP composites. These proceedings contain the 62 papers that were presented at the conference, arranged according to session number. An author index is included.
