Since 2009 there has been a fundamental shift in the way that the Pacific Island states engage with regional and world politics. The region has experienced, what Kiribati President Anote Tong has aptly called, a ‘paradigm shift’ in ideas about how Pacific diplomacy should be organised, and on what principles it should operate. Many leaders have called for a heightened Pacific voice in global affairs and a new commitment to establishing Pacific Island control of this diplomatic process. This change in thinking has been expressed in the establishment of new channels and arenas for Pacific diplomacy at the regional and global levels and new ways of connecting the two levels through active use of intermediate diplomatic associations. The New Pacific Diplomacy brings together a range of analyses and perspectives on these dramatic new developments in Pacific diplomacy at sub-regional, regional and global levels, and in the key sectors of global negotiation for Pacific states – fisheries, climate change, decolonisation, and trade.

Combining an analysis of regionalism from a systemic view with a domestic political-economy analysis, this book sheds light on the new dynamics and emerging configurations of regionalisms and interregionalisms in the post-Trans-Pacific Partnership (TPP). Donald Trump’s presidency has transformed trans-Pacific economic and political relations, contrasting sharply with President Obama’s ‘pivot to Asia’ strategy. Unilateralism and bilateralism have returned to the center stage, at the cost of regionalism, interregionalism, and multilateralism. Understanding these new dynamics requires closer examination of the underlying domestic political economies. Examining ten country case studies of multi-actor agency at the national level, expert contributors argue that trans-Pacific relations should not only be explained in terms of the behavior of the major powers, but that medium powers, and even small countries, can exert influence and occupy strategic nodes and contribute to shaping a new international relations network. Their findings will be of interest to scholars of international relations, international political economy, regionalism, and international economics.

France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history -- and problematic future -- of several of Australias key neighbours in the Pacific and to the priorities and options of the European country that still rules them. It is aimed at policy-makers, scholars, journalists, businesspeople, and others who want to familiarise themselves with the issues as Frances role in the region is redefined in the years to come.

This edited volume approaches regionalism as one potential pattern in a changing global order. Since the end of the Cold War, different forms of territorialization have emerged and we are confronted with an increasing number and variety of actors that are establishing regional projects. This volume offers an innovative contribution to the study of this new complexity by exploring constellations of regional actors, spatial scales and imaginations beyond state-centred perspectives as well as on multiple, often overlapping levels. The chapters analyse the emergence, trajectories and outcomes of regionalisms from the perspective of the Global South, specifically concentrating on regional projects in Latin America and Africa, but also in the Asia-Pacific. They attempt to identify the specific conditions and junctures of different forms of region-making in their external (global) and internal (local/national) dimensions. The volume also places special emphasis on interactions, spatial entanglements and comparisons between regionalisms in different parts of the world. By expanding beyond the perspective of North-South transfers, this book seeks to better understand the dynamics and diversity of interregional interactions. "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. The first of these conferences was sponsored by the French Fonds Pacifique and the State, Society and Governance Program at The Australian National University.
