In 2014, the Asia Pacific Economic Cooperation (APEC) forum celebrates its 25th anniversary in a vastly changed region and world. In Bogor, Indonesia, 20 years earlier, APEC committed to achieve free trade and investment in the region by 2020. In Beijing in 2014, China will again make regional economic integration an APEC priority. These papers draw on two conferences organized by the China National Committee for Pacific Economic Cooperation and are published jointly with the United States Asia Pacific Council. As one contributor put it, APEC earns an "A" for its vision of regional economic integration, but its grade on execution remains "incomplete." Yet pathways to the Bogor Goals are coming into focus. This book examines the Trans-Pacific Partnership and Regional Comprehensive Economic Partnership negotiations from various perspectives, and considers possibilities for their consolidation into a Free Trade Area of the Asia-Pacific (FTAAP). It also explores regional connectivity and the proposed Asian Infrastructure Investment Bank. Experts from nearly every APEC economy explore the benefits and challenges of regional economic integration. Their perspectives differ, but also reveal striking common ground. They offer practical recommendations for the Asian and trans-Pacific pathways--for ensuring their compatibility, and for promoting their convergence into an FTAAP.

The prospects and value of economic integration and regionalism in Asia are increasingly evident in what could turn out to be 'the Asian Century'. It is within this context that this important book explores the critical economic issues, security concerns and political themes pertinent to Asia in general, and to East Asia in particular. What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".

The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

The North American Free Trade Agreement (NAFTA), the ongoing process of economic integration in Europe, the formation of Mercosur, and the possibility of a new Asia-Pacific economic bloc have led to debate about the currnet status and future direction of regionalism. The contributors to this text explore regionalism from a political economic perspective, investigating why regional arrangements are formed, the conditions under which these arrangements solidify, and why they take on different institutional forms.
