Recent work on the growth of British naval power during the eighteenth and nineteenth centuries has emphasised developments in the political, constitutional and financial infrastructure of the British state. Naval Power and British Culture, 1760-1850 takes these considerations one step further, and examines the relationship of administrative culture within government bureaucracy to contemporary perceptions of efficiency in the period 1760-1850. By administrative culture is meant the ideas, attitudes, structures, practices and mores of public employees. Inevitably these changed over time and this shift is examined as the naval departments passed through times of crisis and peace. Focusing on the transition in the culture of government employees in the naval establishments in London - in the Navy and Victualling Offices - as well as the victualling yard towns along the Thames and Medway, Naval Power and British Culture, 1760-1850 concerns itself with attitudes at all levels of the organisation. Yet it is concerned above all with those whose views and conduct are seldom reported, the clerks, artificers, secretaries and commissioners; those employees of government who lived in local communities and took their work experience back home with them. As such, this book illuminates not only the employees of government, but also the society which surrounded and impinged upon naval establishments, and the reciprocal nature of their attitudes and influences.

The naval leader has taken centre stage in traditional naval histories. However, while the historical narrative has been fairly consistent the development of various navies has been accompanied by assumptions, challenges and competing visions of the social characteristics of naval leaders and of their function. Whilst leadership has been a constant theme in historical studies, it has not been scrutinised as a phenomenon in its own right. This book examines the critical period in Europe between 1700 -1850, when political, economic and cultural shifts were bringing about a new understanding of the individual and of society. Bringing together context with a focus on naval leadership as a phenomenon is at the heart of this book, a unique collaborative venture between British, French and Spanish scholars. British power and global expansion between 1755 and 1815 have mainly been attributed to the fiscal-military state and the achievements of the Royal navy at sea. Roger Morriss here sheds new light on the broader range of developments in the infrastructure of the state needed to extend British power at sea and overseas. He demonstrates how developments in culture, experience and control in central government affected the supply of ships, manpower, food, transport and ordnance as well as the support of the army, permitting the maintenance of armed forces of unprecedented size and their projection to distant stations. Shows how the system of supply was perfected during the later part of the Napoleonic Wars, enabling fleets to stay at sea on a permanent basis. After the Battle of Trafalgar, the navy continued to be the major arm of British strategy. Decades of practice and refinement had rendered it adept at executing operations - fighting battles, blockading and convoying - across theglobe. And yet, as late as 1807, fleets were forced from their stations due to an ineffective provisioning system. The Transformation of British Naval Strategy shows how sweeping administrative reforms enacted between 1808and 1812 established a highly-effective logistical system, changing an ineffective supply system into one which successfully enabled a fleet to remain on station for as long as was required. James Davey examines the logistical support provided for fleets sent to Northern Europe during the Napoleonic War and shows how this new supply system successfully transformed naval operations, enabling the navy to pursue crucial objectives of national importance, protect essential exports and imports and attack the economies of the Napoleonic Empire. The defeat of Napoleon required the shipping of large numbers of troops to, and successfully landing them on, French-controlled territory. This book examines the logistical operations which supported British expeditionary warfare in the period. It outlines the role of the Transport Board, explores how it periodically chartered a large proportion of the British merchant fleet and what the effects of this were on merchant shipping, and discusses the Transport Board's relationship with other branches of government, including the Navy. The book concludes that the Transport Board grew in competence; that the failure of expeditions was often due to circumstances beyond its control; and that its role in the preparation of all the major military expeditions in which hundreds of thousands of British troops served overseas was very significant and very effective.

In the period leading up to the First World War Britain's naval supremacy was challenged by an arms race with Germany, fuelled not only by military and geo-strategic rivalries, but an onrush of technological developments. As this book demonstrates, steam turbines, bigger guns, mechanical computing devices and ever increasing tonnage meant that the Royal Navy was forced to confront many long-cherished beliefs and sensitive social and political issues. By looking at key continuities over the period of 1880-1919 the study explores how the service and its officers attempted to deal with fundamental changes in professional requirements, and how cultural and social values underwent a transformation in the run up to the First World War. In particular the book looks at how the executive officer corps was presented with a revolution in naval affairs. As the Navy was transformed into an industrialized workplace, officers were challenged by an alteration in the 'culture of command' as arrangements carried over from the days of sail began to breakdown under the practical requirements of a steam and steel fleet. The book charts the ebb and flow of the debate and the various ideas put forward to deal with the structural challenges faced by the Royal Navy. The writings of reformers and commentators such as Fisher, Beresford, Corbett, Laughton and Mahan provide the background to the specific problems faced, and are analysed both in relation to the nature of the reforms implemented, and more crucially, the performance of the 'Senior Service' during the First World War.
