NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. Since the release of the 2010 Strategic Concept, NATO’s strategic environment has again undergone significant change. The need to adapt is clear. An opportunity to assess the Alliance’s achievements and future goals has now emerged with the Secretary General’s drive to create a new Strategic Concept for the next decade—an initiative dubbed NATO 2030. A necessary step for formulating a new strategic outlook will thus be understanding the future that faces NATO. NATO established the Partnership for Peace (PfP) to increase cooperation with former Warsaw Pact members and provide many of these countries with a path to NATO membership. NATO is also developing a new Strategic Concept to clarify its mission and activities, including its relationship with PfP countries and other partners. The DoD-funded Warsaw Initiative Fund (WIF) supports the goals of the PfP program. This book presents research into chemical, biological, radiological and nuclear (CBRN) defense and environmental security, exploring practical implications of the research. Contributions from a diverse group of international civilian researchers present the latest work on nanotechnology problems in this area, looking at detection, protective technologies, decontamination and threats to environmental security due to bacteriophages and nanomaterials. Highlights include the potential of Atomic Force Microscopy (AFM) to characterize the nanoscale properties of microbial pathogens, the development of bacteriophage-based therapeutics, prophylactic and diagnostic preparations and their uses in different fields, such as medicine, veterinary, agriculture, food and water safety, amongst others. Readers may also consider an inexpensive bioassay suited for assessing chemical poisoning in the environment such as the presence of pesticides, sensors to detect ultra-trace quantities of the explosive Pentaerythritol tetranitrate (PETN) using nanotubes and electrochemical sensors to simultaneously detect and reduce the explosive trinitrotoluene (TNT) to 2,4,6-triaminotoluene (TAT) in solution. This book shows how cooperative research among NATO countries and NATO partners can make a critical contribution to meeting the opportunities and challenges of nanotechnology problems relevant to chemical and biological defense needs. The papers presented here are representative of contributions made to the Advanced Research Workshop (ARW) on September 22-26, 2014 in Antalya, Turkey, to address the NATO SPS Key Priority of Defense against CBRN Agents and Environmental Security.

Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.

This is the first comprehensive analysis of the development of relations between Russia and NATO since 1991. Since the re-emergence of Russia as an independent state in December 1991, debates and controversies surrounding its evolving relations with NATO have been a prominent feature of the European security scene. This is the first detailed and comprehensive book-length analysis of Russia-NATO relations, covering the years 1991-2005. This new volume investigates the nature and substance of the ‘partnership’ relations that have developed between Russia and NATO since the end of the Cold War. It looks at the impact that the Kosovo crisis, September 11th, the Iraq War and the creation of the NATO-Russia Council have on this complex relationship. The author concludes that Russia and NATO have, so far, developed a pragmatic partnership, but one that may potentially develop into a more significant strategic partnership.
