Course Overview Ensuring the security and resilience of the critical infrastructure of the United States is essential to the Nation's security, public health and safety, economic vitality, and way of life. The purpose of this course is to present an overview of the National Infrastructure Protection Plan (NIPP). The NIPP provides the unifying structure for the integration of existing and future critical infrastructure security and resilience efforts into a single national program. Course Objectives: -Describe NIPP 2013 key concepts across the entire critical infrastructure community - including private sector and government at all levels. -Describe the core tenets and the values and assumptions considered when planning for critical infrastructure security and resilience. -Identify activities critical partners may implement to achieve national goals aimed at enhancing critical infrastructure security and resilience put forward in the NIPP 2013 Call to Action. -Describe ways to apply these concepts to support security and resilience within your community or area of responsibility. Primary Audience The course is intended for DHS and other Federal staff responsible for implementing the NIPP, and Tribal, State, local and private sector emergency management professionals.

Our national well-being relies upon secure and resilient critical infrastructure--those assets, systems, and networks that underpin American society. To achieve this security and resilience, critical infrastructure partners must collectively identify priorities, articulate clear goals, mitigate risk, measure progress, and adapt based on feedback and the changing environment. NIPP 2013: Partnering for Critical Infrastructure Security and Resilience (hereafter referred to as the National Plan), guides the national effort to manage risk to the Nation's critical infrastructure. The community involved in managing risks to critical infrastructure is wide-ranging, composed of partnerships among owners and operators; Federal, State, local, tribal, and territorial governments; regional entities; non-profit organizations; and academia. Managing the risks from significant threat and hazards to physical and cyber critical infrastructure requires an integrated approach across this diverse community to: 1) Identify, deter, detect, disrupt, and prepare for threats and hazards to the Nation's critical infrastructure; 2) Reduce vulnerabilities of critical assets, systems, and networks; and 3) Mitigate the potential consequences to critical infrastructure of incidents or adverse events that do occur. The success of this integrated approach depends on leveraging the full spectrum of capabilities, expertise, and experience across the critical infrastructure community and associated stakeholders. This requires efficient sharing of actionable and relevant information among partners to build situational awareness and enable effective risk-informed decision making.

This National Infrastructure Plan sets out the strategy for meeting the infrastructure needs of the UK economy. There are three elements to this strategy. First, the Government will plan for the medium term and across sectors. The Plan brings together a comprehensive cross-sectoral analysis of the UK's infrastructure networks and sets out a clear pipeline of over 500 infrastructure projects. Delivering these projects will ensure that the overall performance of the UK's infrastructure is maintained and improved over time. Second, to mobilise the finance required to deliver these projects, the Plan sets out a new approach to coordinating public and private investment in UK infrastructure. Funded through further reductions in current spending, additional investment in infrastructure is being announced. The Government will act to facilitate the private investment that will finance the majority of the UK's infrastructure. This includes bringing in new investors into UK infrastructure; introducing new sources of revenue such as tolling; allowing local authorities more flexibility in the way they use local receipts to fund major infrastructure in specific circumstances; and being willing to consider guarantees against specific risks that the market cannot bear. Third, the Government will take an active role in ensuring the infrastructure in the Plan is delivered efficiently and on time, with priority given to those projects most critical for economic growth. The Government is also reforming the planning and consenting systems to tackle these sources of cost and delay in infrastructure delivery.
