The program. Activities, accomplishments, and plans (including budget projections) contained in this Director's Report and Annual Plan have been reviewed by the National Cancer Advisory Board and its Subcommittee on Planning and Budget. Based on these reviews, the National Cancer Advisory Board endorses the 1983-1984 Director's Report and Annual Plan and recommends that the Director, nci, submit the Plan to the Secretary, hhs, for simultaneous transmittal to the President and the Congress. Excerpt from National Cancer Institute, Office of the Director: 1984 Annual Report; October 1, 1983 September 30, 1984 The functions of the Office of the Associate Director can best be described as those which involve scientific coordination among scientific divisions of the National Cancer Institute. The formation and rearrangement of scientific units, the incorporation of new developments in science into intramural management structures, and the general consideration of contract support for intramural research are of major concern. The Frederick Cancer Research Facility system of research and support contracts is a major responsibility. Coordination of intramural science also extends to the questions of outside activities and the determination of patent status rights in derivative inventions. Several major areas of activity took place in the past year. These blended basic science expertise in various segments of cancer research to effect major intramural scientific decisions. In general, two major types of events are influenced and modified by the Associate Director. The first is the formation or restructuring of basic science laboratories. This has occurred and is occurring with all Divisions. Close advisory and consulting activity with the Director and Division Directors is mandatory. Eventually a concensus option is reached relative to the final proposed laboratory structure. This is discussed and decided upon by the Executive Committee. The second element involves inter-laboratory, inter-divisional cooperation on timely topics, usually in breakthrough areas of science. At times, these interactions are intense but not structured. Areas of key national importance may be considered. Close input occurs on a regular basis by pertinent intramural personnel as well as by members of the NCI advisory bodies. The information is transmitted to the Director, NCI, on an ongoing basis, because he makes the final decisions in the areas of dramatic scientific paradigm changes. The commitment of the Institute to new activities results from this input. A major activity of the past year has been the potential acquisition of the first supercomputer to be dedicated to biomedicine. A reformulation of the Laboratory of Molecular Biology in DCBD was to take place around advanced computing capabilities. In a series of input meetings it became apparent that there is a present and ever-increasing need for supercomputing in several areas of cancer research. The office of the Associate Director collaborated closely with DCBD in selecting a new Laboratory Chief and the acquisition of the instrumentation as well as its support. The location at the FCRF, and the structuring of the operation within NCI's large technical and support contract, was considered to be the most expeditious and advantageous solution.
