This book investigates the need for a more open and interdisciplinary dialogue on the nexus of food, water and energy security in the Arab region. It argues that achieving sustainable economic development is irretrievably tied to the security of the water–energy–food nexus, which is in turn essential for bringing about sustained peace. Further, it discusses various approaches to achieving these lofty objectives, and offers the following take-away messages: The Arab region is currently under considerable water stress, and the situation will continue to get worse with a number of global changes – most notably those related to climate and regional water distribution. Viable solutions are available in the Arab region and can be implemented through innovative policies, judicious use of new technologies, and stimulating public opinion. Integration across water, energy, and food sectors is obviously needed but achieving it in practice is extremely challenging. There are some gaps in the scientific understanding but at the same time there is a wealth of data and synthesized information that can guide decision-making.

Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

This book explores the national security implications of the Arab Gulf states' reliance on desalination plants, and their related infrastructure. It provides the first systematic and comprehensive discussion of current and future threats to the supply of freshwater from a desalination plant, including actual and virtual attacks by terrorists, mechanical failure, contamination, sabotage by aggrieved workers, and attacks relating to regional conflicts, as well as their vulnerability to natural disasters. It also provides a detailed analysis of the effects of a potential disruption to the water supply, and proposes possible measures, both political and technological, that can be used to increase resilience to these threats. The prosperity and national security of the United States depend directly on the prosperity and stability of both partner and competing countries around the world. Today, U.S. interests are under rising pressure from water scarcity, extreme weather events and water-driven ecological change in key geographies of strategic interest to the U.S. Those water-driven stresses are undermining economic productivity, weakening governance systems and fraying social cohesion in scores of countries and, in the process, undermining the vitality of rural livelihoods, fostering local and ethnic conflicts, driving broad migratory movements and contributing to the growth of insurgencies and terrorist networks. While the U.S. intelligence community has steadily expanded natural resource concerns in their global threat analyses, our overseas development assistance remains locked into provision of water and hygienic services rather than responding to the full sweep of global water challenges including governance and policy failures, growing conflicts over water and the need for promoting sustainable transboundary water arrangements in partner countries. A fundamental departure from the past is urgently needed. Based on 18 case studies, Water, Security and U.S. Foreign Policy provides an analytical framework to help policy makers, scholars and researchers studying the intersection of U.S. foreign policy with the environment and sustainability issues, interpret the impacts of water-driven social disruptions on the stability of partner governments and U.S. interests abroad.
