This is the final report of the National Academy of Education's Panel on the Evaluation of the National Assessment of Education (NAEP) Progress Trial State Assessment. In this report, the Panel considers philosophical, technical, and policy issues concerning the NAEP in the immediate future and in the long term. The high technical quality of the NAEP assessment and its independence from unwarranted influences and political pressures have enabled the NAEP to monitor trends in educational achievement reliably since its inception in 1969. In recent years, the NAEP has expanded the number of students it assesses and has undergone substantial changes in content, design, and administration. Taken together, these changes have produced complexities that threaten the entire program. This report suggests ways in which the NAEP should broaden its conceptualization, assessment, and reporting. It asserts that educational achievement must be redefined in terms of what students need to know and be able to do for the 21st century and that education conditions must be created to support this vision of achievement. The fundamental purposes of the NAEP should be to inform the public and policy makers about student achievement trends in the nation and the states and to stimulate democratic debate about how to improve education. It is important that NAEP standards be set in defensible ways. Details are provided for a program of innovation and research that will require substantial planning before the reauthorization of the NAEP in 1998. An emerging body of research suggests that a set of broad "21st century skills"-such as adaptability, complex communication skills, and the ability to solve non-routine problems-are valuable across a wide range of jobs in the national economy. However, the role of K-12 education in helping students learn these skills is a subject of current debate. Some business and education groups have advocated infusing 21st century skills into the school curriculum, and several states have launched such efforts. Other observers argue that focusing on skills detracts attention from learning of important content knowledge. To explore these issues, the National Research Council conducted a workshop, summarized in this volume, on science education as a context for development of 21st century skills. Science is seen as a promising context because it is not only a body of accepted knowledge, but also involves processes that lead to this knowledge. Engaging students in scientific processes-including talk and argument, modeling and representation, and learning from investigations-builds science proficiency. At the same time, this engagement may develop 21st century skills. Exploring the Intersection of Science Education and 21st Century Skills addresses key questions about the overlap between 21st century skills and scientific content and knowledge; explores promising models or approaches for teaching these abilities; and reviews the evidence about the transferability of these skills to real workplace applications.

This book challenges institutions and their programs to prioritize the use of chronological assessment results to benefit enrolled students in comparison with the more common practice of prolonged assessment cycles that generally benefit future students. Peggy Maki advocates for real-time assessment processes to identify patterns of underperformance and obstacles that require timely interventions for enrolled students to succeed. In tandem with the sets of educational practices and policies that many institutions have now undertaken to close achievement and graduation rates across our diverse student demographics, such as developing clear degree pathways, she calls on all higher education providers – if they are to remain relevant and meet their social purpose in our complex world – to urgently recalibrate their assessment processes to focus on currently enrolled students’ progress towards achieving a high-quality degree, regardless of when they matriculate or re-enter higher education. She demonstrates that we already have sufficient examples and evidence to implement real-time assessment of students as they progress through their studies. She draws on the practices of specialized accredited programs, such as those in the professions that assess in real time; on the experiences of institutions that have adopted competency-based education; and on the affordances of technologies that now provide faculty and students with up-to-the-minute diagnostics. She identifies the six principles necessary to implement a real-time assessment process, illustrated by case studies of how campuses have operationalized them to advance students’ equitable progress towards achieving a high-quality degree; and demonstrates the benefits of real-time assessment compared to more future-oriented processes, among which is engaging students in reflecting on their own progress along their degree pathways.She advocates for the use of well documented national outcomes-based frameworks such as Liberal Education and America’s Promise (LEAP), its aligned Valid Assessment of Learning in Undergraduate Education scoring rubrics ( VALUE), the Degree Qualifications Profile, and discipline-based outcomes assessments to ensure high-quality degrees that meet well-defined standards and criteria. She also identifies how data systems and technological developments help to monitor closely and respond in time to students’ patterns of underperformance.The book is an urgent call for higher education to achieve the values of equity, transparency and quality it espouses; and ensure that all students graduate in a timely fashion with the competencies they need to be active and productive citizens.

The monitoring of quality has been part of the educational landscape for many decades. Originally the need to monitor arose as part of an economic process whereby policy makers wanted to discern the return on investment in education. This bottom line thinking, while still prominent, has receded into the background in light of global changes and the emergence of a global economy. Now in addition to the question “what is the return on investment?”, the more important question is “are the students in schools ready to participate in the economy of a 21st century society?”. This is underpinned by the inquiry into what knowledge and competencies are required for students to participate meaningfully in nation-building. This inquiry can only be undertaken by means of monitoring, evaluating where the students are and what is required so that students reach their potential. In an ever-changing technologically-oriented world the manner in which competencies and knowledge are identified and how these need to be measured and identified is important. In this book, the theory and practice of underpinning the monitoring of the quality of education is described. This is followed by a number of practical examples, in the form of country case studies, on how theory plays out in practice. The book further provides common themes across developed and developing emerging economies underscoring the need for approaches which are locally relevant but internationally transferable.
