Illegal, unreported and unregulated (IUU) fishing is increasing in world fisheries and is proving to be a major obstacle in the achievement of long term sustainability and enhanced responsibility in fisheries. The model national plan of action to prevent, deter and eliminate illegal, unreported and unregulated fishing outlined in this document seeks to facilitate the wider implementation of the 2001 FAO International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) in the Pacific Islands region. Action towards this end is consistent with the large number of calls that have been made in international fora for states, industry and other stakeholders to take steps to implement the IPOA-IUU.

This guide provides resources for the planning and implementation of health systems in Pacific island countries to support improved decision-making and service delivery. With increased internet connectivity, Pacific island countries have more opportunities to connect remote health facilities for greater information exchange. This guide draws on experiences from Pacific island countries that have already invested in digital health and brings together practical tools and resources to support all stages of digital health planning and implementation. It includes extensive contributions from practitioners, government staff, and development partners in the Pacific health sector.

Victor Levine asks a fundamental question of increasing importance to a globalizing region: How can Pacific Island states provide decent public education to their children? Based on broad international experience, he examines the evidence regarding what does and does not work in public education. While the literature suggests numerous instances of declining quality in Pacific public-education systems, Levine finds some basis for optimism about what is possible. The underlying causes for generally declining standards do not point to a single factor. And additional funding is not necessarily the answer. Island countries generally spend considerably more per pupil on education and attain markedly poorer results, compared to countries in other regions with similar economic conditions. Outside support in terms of grants and personnel has not necessarily brought about the desired results. Rather than proposing a silver bullet or "grand remedy," Levine suggests several more-modest options that policymakers may want to consider for initiating educational reforms. He maintains that the teacher is the single most important factor affecting student outcomes. In the past, many of the grand remedies have not worked because they are remote from the basic problem of ineffective classroom teaching. Based on this assessment, Levine argues for teacher-centered policies, which provide material and nonmaterial incentives to the teaching profession. He urges moving to a system where demonstrating the ability to produce learning gains in children (value added) would be a precondition for continued employment as a teacher. Finally, Levine argues that new teachers probably do not need a formal teaching qualification to do the job that is so crucial for a better future for Pacific Island children.

This comprehensive volume examines the future effectiveness of regional institutions as well as key questions concerning the attempts to overcome ongoing serious problems of security, governance and poor economic performance in the Pacific. What is obvious from this collection is that a new and stronger commitment to overcoming national problems is required through regional cooperation. This book critically examines the relationship between the United Nations Organization and the small states of the Pacific islands. It provides an in-depth coverage of the United Nations, coupled with how Pacific Small Island Developing States interact. It covers three themes, the first one being the position of the UN on the Pacific Islands, which examines the role of the many UN organs, agencies and programs in strengthening individual countries and the region as a whole. It examines the manner in which the UN’s activities have benefited Pacific nations, territories and peoples. The second theme deals with the Pacific states in the UN, and examines the participation of Pacific nations and territories in the UN’s various organs, agencies, and programmes. It analyses the contribution they have made to the effectiveness of the organization, as distinct from the benefits they have sought to gain from it. The third and last theme deals with small states in global public policy, taking a broader look at how small states are faring within the UN system in the age of global discourse on shared public goods/public policy concerns.
