Southeast Asian countries represent a wide range of approaches to military modernisation due to their great diversity in politics, economies, geography and other factors. Bounded by the Pacific and Indian Oceans and located between China and India is the setting for the geostrategic impacts of military modernisation in Southeast Asian countries. Differing from previous research focused on military acquisition, this book additionally covers retention of assets and carefully examines the ageing issues that affect readiness and capabilities. In doing so, it provides a comprehensive view of military modernisation. This book also compares each country’s situation in the region in terms of military strength and security challenges to elaborate on the geostrategic impacts of military modernisation. The ten cases of military modernisation in the post-Cold War context provide rich content for readers to explore the evolution of military modernisation in developing countries after 1991. Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.

This book examines the role of China in driving and sustaining India’s post-Cold War engagement with Southeast Asia. In doing so, it provides a unique insight into the regional dimensions of the Sino-Indian relationship. India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship. This book examines to what extent geopolitics explains the current wave of force modernisation in the Indo-Pacific region. Examining the leading Indo-Pacific nations in terms of defence spending: the United States, China, India, Japan, South Korea, Australia, Taiwan, Singapore, Pakistan, Indonesia and Thailand, geopolitical principles are used to create hypotheses that can be tested against the military modernisation programmes of the major actors in the Indo-Pacific region. This edited volume analyses the naval arms race in South-East Asia, and reviews the content, purposes and consequences of the naval policies and development of the main countries of the region. The rise of naval capability in the countries of the Asia-Pacific Region is increasingly recognised as a major indicator of the ‘rise of Asia’ and its increasing importance in the world’s political, economic and strategic future. Most coverage focusses solely on the navies of the 'big four' – the US, China, India and Japan; however, the region’s other navies, though much smaller, are significant too. Given the current focus on the South China Sea and the Obama administration’s pivot to Asia, naval development in South-East Asia is of particular relevance. This book first identifies the issues involved in defence acquisition in this area. It then goes on to establish some templates of naval modernisation as a means of assessing the policies of individual countries in the region, by looking at the naval policies of the big four. Finally, the general issue of naval modernisation in South-East Asia is illustrated through a more detailed examination of some of the major issues common to all countries of the area. These include the defence-industrial perspective, specific examinations of submarine and surface ship acquisition processes, and a review of the balance to be struck between naval and coastguard forces in the area.
