The book Post-Independence Development in Africa: Decolonisation and Transformation Prospects revisits the development debates and development realities in Africa. This is achieved by offering theoretical comments about post-independence development in Africa and by providing historical details pertaining to the development approaches adopted in Africa immediately after independence in the 1960s and mid-70s. Sitting at the intersection of two sets of scholarly literature, namely; literature on development and literature on development discourses and practices in Africa, the book comprises a mixture of detailed sector-specific accounts of the status of development on the continent. The chapters in the book also contribute to clarifying how the two strands of literature intersect using several case studies across Africa.

Since 1998 when FRBR (Functional Requirements for Bibliographic Records) was first published by IFLA, the effort to develop and apply FRBR has been extended in many innovative and experimental directions. Papers in this volume explain and expand upon the extended family of FRBR models including Functional Requirements for Authority Data (FRAD), Functional Requirements for Subject Authority Data (FRSAD), and the object-oriented version of FRBR known as FRBRoo. Readers will learn about dialogues between the FRBR Family and other modeling technologies, specific implementations and extensions of FRBR in retrieval systems, catalog codes employing FRBR, a wide variety of research that uses the FRBR model, and approaches to using FRBR for the Semantic Web. Librarians of all stripes as well as library and information science students and researchers can use this volume to bring their knowledge of the FRBR model and its implementation up to date. This book was published as a special issue of Cataloging & Classification Quarterly.

The country has a strong private sector and received encouraging forecasts of new oil, gas and water reserves, which if harnessed appropriately bode well for future growth. While a pending international court case resulting from prior elections provoked a measure of uncertainty, the country’s medium to long-term economic outlook is robust. With over 40% of the population under the age of 15, Kenya stands to benefit from a significant demographic dividend, provided that sufficient jobs can be found when this population bulge enters the workforce. The country has a reasonably sized industrial base, competitive infrastructure and a large agricultural sector, all of which offer opportunities for capital-intensive investment.

The dawn of the twenty-first century heralded an apparent change of fortunes for most sub-Saharan African economies, with annual growth averaging over 5% for fifteen years. However, this was not accompanied by structural transformation: poverty, food insecurity, unemployment and inequality persist. Structural transformation has not been - and indeed cannot be - delivered by market forces and neo-liberal economic policies; it requires a state committed to development, and to achieving it in a democratic way. To what extent do the countries of Southern Africa exhibit the characteristics of such a developmental state? What steps, if any, do they need to take in order to become one? The book answers the questions with respect to South Africa, Botswana, Namibia, Zimbabwe, Angola and Malawi. Godfrey Kanyenze and his colleagues have assembled a distinguished team of writers to take the temperature of the regional political economy, and chart a path for its future development.

Turkey's economy is a complex mix of modern industry, a traditional agricultural sector, and a rapidly growing private sector. At the same time the country is positioning itself and preparing for entry into the European Union. That Turkey should meet her national economic goals is, therefore, particularly important. A vital factor in achieving these will be the country's regional economies and their associated economic policies. To date, however, many of the policy interventions adopted have been based on models drawn from developed economies and the outcome has raised a number of concerns. Are policy interventions drawn from advanced economies appropriate for transitional economies such as Turkey? Aksel Ersoy's book is the first work to explore the dynamics of local and regional development in Turkey. In addition, he offers a new theoretical framework for understanding the local and regional dynamics of emerging and transitional economies more generally.

This paper discusses findings of the evaluation of fiscal transparency in Turkey. As a result of several reforms, Turkey has made significant progress against the 36 principles of the IMF’s new Fiscal Transparency Code. Of the 36 principles in the Code, Turkey now meets 10 principles at the basic level, 13 principles at the good level, and 6 principles at the advanced level. Fiscal transparency practices are strongest in the area of fiscal reporting. Moreover, in 5 of the areas where Turkey’s transparency practices do not currently meet basic practice, this could be readily addressed by publishing data that are already collected for internal management purposes.
