A project developed by the Australian Red Cross of a framework for the management of spontaneous volunteers in emergencies. It is to enable consistent good practice in jurisdictions, municipalities and agencies that choose to engage spontaneous volunteers as part of their emergency management responsibilities as well as providing tools for community organisations who take on a new role in the aftermath of an emergency.

Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume.
