The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This is the report of Phase One of a 2-phase study. This phase evaluated the traffic/control worker protection needs of maintenance work zones, work zone traffic control measures, protective/warning systems, etc.; and maintenance equipment, materials and procedures. The study addressed time and space occupancy required to implement traffic control/worker protection and to effect roadway repairs. This study identifies and justifies innovative approaches to reduce or eliminate maintenance worker exposure. The safety concepts are of seven types: barriers; warning devices; rumble strips; delineation devices; lighting devices; and signs. The design effort resulted in abandoning or combining some concepts as well as design of a total of 24 devices. Details of the study and its findings are presesnted.
