This book constitutes the proceedings of the 23rd International Conference on Passive and Active Measurement, PAM 2022, held in March 2022. Due to COVID-19 pandemic, the conference was held virtually. The 15 full papers and 15 short papers presented in this volume were carefully reviewed and selected from 62 submissions.
