Despite so many determined efforts, the fight against poverty and hunger, especially in rural areas, remains a huge challenge! Given the complexity of the problems and the enormity of the task, more innovative and effective approaches are urgently needed. The key actors are those who suffer most - the rural poor themselves. It is crucial to recognize that they have their own strategies to secure their livelihoods which vary from household to household depending on numerous factors such as their socio-economic status, education and local knowledge, ethnicity, and stage in the household life cycle. At the same time, the strategies of these different groups of people are heavily influenced by and respond to the broader socio-economic, cultural, political, religious and institutional context in which they live. In many cases, the strategies of different groups are complementary and mutually beneficial while in some cases they may uncover latent conflicting interests that call for negotiation and resolution.

This paper summarises the research findings and policy implications of a research project undertaken by FAO to gain a greater understanding of the links between household livelihood strategies, incomes and the local institutional environments. Building on three country studies in India, Mozambique and Mexico, the research focuses on informal economic institutions associated with household access to land, labour, markets and capital, as well as those providing a social safety net.

Sustainable Livelihoods and Rural Development looks at the role of social institutions and the politics of policy, as well as issues of identity, gender and generation. The relationships between sustainability and livelihoods are examined, and livelihoods analysis situated within a wider political economy of environmental and agrarian change.

This book synthesizes results from a 7-year programme of applied research on community-based approaches to natural resource management in Asia. By presenting field reports of innovative approaches to poverty reduction and sustainable resource use, it provides practitioners with models of ""good practice"" in participatory, community-based resource management, and it demonstrates how site-based research contributes to broader learning in the field of natural resource management and policy. Climate change is the defining development challenge of our time. More than a global environmental issue, climate change and variability threaten to reverse recent progress in poverty reduction and economic growth. Both now and over the long run, climate change and variability threatens human and social development by restricting the fulfillment of human potential and by disempowering people and communities in reducing their livelihoods options. Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people s lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways. Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.

An analysis of how decentralization reforms are changing local institutions for natural resource management in mainland Southeast Asia. The focus is on mountainous areas where impoverished populations struggle to preserve meagre resources, remaining biodiversity and food security.

Despite the recent economic crisis, mainland Southeast Asia continues to experience increasing economic integration of previously isolated rural hinterlands, especially in the upland areas of Lao PDR, Thailand, Vietnam, Cambodia, and Yunnan in China, where demographic pressures together with the development of infrastructure and increased market-orientation of production combine to bring about significant economic and social change in rural areas. These changes have also led to significant environmental degradation such as deforestation, disturbance of water flows, and depletion of biodiversity resources. These and other related issues are addressed in this volume.
