In this definitive history, a key figure in the People's Campaign in Kerala provides a unique insider's account of one of the world's most extensive and successful experiments in decentralization. Launched in 1996, the campaign mobilized over 3 million of Kerala's 30 million people and resulted in bottom-up development planning in all 1,052 of its villages and urban neighborhoods. The authors tell a powerful story of mass mobilization and innovation as bureaucratic opposition was overcome, corruption and cynicism were rooted out, and parliamentary democracy prevailed. Considering both the theoretical and applied significance of the campaign in the context both of India's development since independence and of recent international debates about decentralization, civil society, and empowerment, the book provides invaluable lessons for sustainable development worldwide.

This book helps to understand in which ways local governing elites are important for the success or failure of national democratic development. Although we know a great deal about the general importance of civil society and social capital for the development of sustainable democracy, we still know little about what specific local governing qualities or political capital that interact with democratic development. The collected data covers time series of surveys from between 15 to 30 political and administrative leaders in over a hundred middle-sized European and Eurasian cities. The study takes us across the 1980s and 1990s, going from cities in Sweden and the Netherlands - through the Baltic cities - to the cities of Belarus and Russia. The findings show the importance of local political capital based on commitments to core democratic values, informal governance networks, and the significance of initially connecting the community to global, non-economic relationships.

The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

Nicholas Copeland sheds new light on rural politics in Guatemala and across neoliberal and post-conflict settings in The Democracy Development Machine. This historical ethnography examines how governmentalized spaces of democracy and development fell short, enabling and disfiguring an ethnic Mayan resurgence. In a passionate and politically engaged book, Copeland argues that the transition to democracy in Guatemalan Mayan communities has led to a troubling paradox. He finds that while liberal democracy is celebrated in most of the world as the ideal, it can subvert political desires and channel them into illiberal spaces. As a result, Copeland explores alternative ways of imagining liberal democracy and economic and social amelioration in a traumatized and highly unequal society as it strives to transition from war and authoritarian rule to open elections and free-market democracy.The Democracy Development Machine follows Guatemala's transition, reflects on Mayan involvement in politics during and after the conflict, and provides novel ways to link democratic development with economic and political development.
