Access to markets and marketing information by smallholder farmers depending on agriculture in developing countries have always been challenging. Factors such as poor road infrastructure, illiteracy, financial constraints, poor communication means and lack of access to information, all limited their access to markets. These smallholders depend on traditional means of communication and sell their produce at the farm gate and local markets. This has not been fruitful for these poor farmers as traders, intermediaries and other stakeholders in the chain take a large share of their produce. As a result, rural farmers remain poor and agriculture contributes little to their income, economy and welfare.

Mobile phones are more than tools for communicating; farmers consider them as a status symbol in society. Mobile money provides complementary services to farmers in the areas of banking, insurance and microfinance. Farmers need mobile applications that can meet their changing information needs and suit their information seeking behaviour.

Enthusiasm amongst international development agencies about harnessing the potential of information and communications technologies (ICTs) for development has generated questionning of the impact and sustainability of such interventions. By presenting the findings of research specifically designed to measure impact on livelihoods, Strengthening Rural Livelihoods offers new evidence for the development benefits of ICTs. Information and communication technology (ICT) has always mattered in agriculture. Ever since people have grown crops, raised livestock, and caught fish, they have sought information from one another. Today, ICT represents a tremendous opportunity for rural populations to improve productivity, to enhance food and nutrition security, to access markets, and to find employment opportunities in a revitalized sector. ICT has unleashed incredible potential to improve agriculture, and it has found a foothold even in poor smallholder farms. ICT in Agriculture, Updated Edition is the revised version of the popular ICT in Agriculture e-Sourcebook, first launched in 2011 and designed to support practitioners, decision makers, and development partners who work at the intersection of ICT and agriculture. Our hope is that this updated Sourcebook will be a practical guide to understanding current trends, implementing appropriate interventions, and evaluating the impact of ICT interventions in agricultural programs.

With the ability to reach many farmers with timely and accessible content, the use of information and communication technologies (ICTs) for agriculture (ICT4Ag) has the potential to transform farming and food production, worldwide. ICT4Ag supports new methods in the monitoring and management of soils, plants and livestock (precision agriculture), access to online markets, and improved communication between value chain stakeholders, among others. The services provided are vital in connecting farmers with the information they need to improve their agricultural productivity and reduce poverty. Through case studies and examples of ICT4Ag initiatives from across Asia, the Caribbean and sub-Saharan Africa, the first chapter looks at how ICT4Ag actually works to drive economic development across developing economies.

Over the past two decades, projects supported by the International Development Research Centre (IDRC) have critically examined the ways in which information and communications technologies (ICTs) can be used to improve learning, empower the disenfranchised, generate income opportunities for the poor, and facilitate access to healthcare in Africa, Asia, Latin America and the Caribbean. Considering that most development institutions and governments are currently attempting to integrate ICTs into their practices, it is an opportune time to reflect on the research findings that have emerged from IDRC’s work and research in this area. “Connecting ICTs to Development” discusses programmatic investments made by IDRC in a wide variety of areas related to ICTs, including infrastructure, access, regulations, health, governance, education, livelihoods, social inclusion, technical innovation, intellectual property rights and evaluation. Each chapter in this book analyzes the ways in which research findings from IDRC-supported projects have contributed to an evolution of thinking, and discusses successes and challenges in using ICTs as tools to address development issues. The volume also presents key lessons learned from ICT4D programming and recommendations for future work.

This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.
