La Ley de la Ciencia, la Tecnología y la Innovación, establece un marco general para el fomento y la coordinación de la investigación científica y técnica con el fin de contribuir al desarrollo sostenible y al bienestar social mediante la generación y difusión del conocimiento y la innovación. El texto se compone de cuatro Títulos y uno Preliminar. En este se recogen el objeto y los objetivos de la Ley y se define el Sistema Español de Ciencia, Tecnología e Innovación, que está integrado por el Sistema de la Administración General del Estado y por los Sistemas de cada una de las Comunidades Autónomas, e incluye a agentes de coordinación, de financiación y de ejecución.

International collaboration has become increasingly important in carrying out research activities. This book, written by a large group of scholars from Europe and Latin America, maps, analyses and discusses research collaboration between the two continents during the last twenty years.
