Convinced that education was one of the essential keys to the renewal and growth of their communities, revitalized Francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and of a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards. Having achieved their objectives in the 1982 Charter of Rights and Freedoms, Francophone provincial and national leaders learned the techniques of micro-constitutional politics to convince the Ontario, Alberta, and Manitoba provincial governments to implement full and unfettered school governance by and for Francophone minority communities. These communities received the backing of Canada's Supreme Court, which gave a collectivist and remedial interpretation to the Charter's official language minority education rights section 23. The Canadian government assisted the Francophone minority in two ways: it made funds available to Francophone organizations and parents via the Court Challenges program and it signed lucrative financial agreements with the provinces to help defray the additional costs of establishing French-language schools and school boards. While the Francophone minority communities were pursuing implementation of their section 23 Charter rights, they found themselves drawn into the mega-constitutional negotiations and ratification procedures surrounding the controversial Meech Lake Constitutional Accord, 1987-90, and the omnibus Charlottetown Consensus Report, 1990-92. During the Quebec/Provincial Round, their Charter rights remained intact when the Meech Lake Accord failed to obtain ratification. During the Canada Round, they managed to obtain recognition of their conception of a pan-Canadian cultural and linguistic duality which helped minimize the constitutional and political impact of the Quebec government's insistence upon a territorial conception of duality, that is, an asymmetrical Canada/Quebec federation. When Canadians rejected the Charlottetown deal, neither conception achieved formal constitutional recognition. Nevertheless, Canada's Francophone minority communities were regenerated by the intertwined developments of constitutional renewal and their winning of school governance. A new, vigorous Francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the twenty-first century.

Schools and National Identities in French-speaking Africa showcases cutting-edge research to provide a renewed understanding of the role of schools in producing and reproducing national identities. Using individual case studies and comparative frameworks, it presents diverse empirical and theoretical insights from and about a range of African countries. The volume demonstrates in particular the usefulness of the curriculum as a lens through which to analyse the production and negotiation of national identities in different settings. Chapters discuss the tensions between decolonisation as a moment in time and decolonisation as a lengthy and messy process, the interplay between the local, national and international priorities of different actors, and the nuanced role of historiography and language in nation-building. At its heart is the need to critically investigate the concept of "the nation" as a political project, how discourses and feelings of belonging are constructed at school, and what it means for schools to be simultaneously places of learning, tools of socialisation and political battlegrounds. By presenting new research on textbooks, practitioners and policy in ten different African countries, this volume provides insights into the diversity of issues and dynamics surrounding the question of schools and national identities. It will be of particular interest to scholars, researchers and postgraduate students of comparative and international education, sociology, history, sociolinguistics and African studies.

"In an appraisal of official bilingualism, Matthew Hayday demonstrates that the language programs and policies initiated by the Trudeau government supported French-Canadian and Acadian minority communities. He argues that these policies enabled the development of minority language education systems and laid the foundations for the language rights contained in the Canadian Charter of Rights and Freedoms." --Résumé de l'éditeur.

The Routledge Handbook of Francophone Africa brings together a multidisciplinary team of international experts to reflect on the history, politics, societies, and cultures of French-speaking parts of Africa. Consisting of approximately 35% of Africa’s territory, Francophone Africa is a shifting concept, with its roots in French and Belgian colonial rule. This handbook develops and problematizes the term, with thematic sections covering: Colonial and post-colonial ties between France and sub-Saharan Africa Belgium, Belgian colonialism and Africa The Maghreb African Francophones in France Francophone African literature and film ‘Francophone’ and ‘Anglophone’ Africa Beyond national boundaries and ‘colonial partners’ The chapters demonstrate the evolution of "Francophone Africa" into a multi-dimensional construct, with both a material and an imagined reality. Materially, it defines a regional territorial space that coexists with other conceptualisations of African space and borders. Conceptually, Francophone Africa constitutes a shared linguistic and cultural space within which collective memories are shared, not least through their connection to the French imperial imagination. Overall, the Handbook demonstrates that as global power structures and relations evolve, African agency is increasingly assertive in shaping French-African relations. Bringing this important debate together into a single volume, this Handbook will be an essential resource for students and scholars interested in Francophone Africa.
