A rebours du schéma élaboré dans le cadre du Traité d'Abuja signé le 3 juin 1991 par les Etats membres de L'Organisation de l'unité Africaine (OUA), la divergence actuelle des systèmes régionaux africains constitue une dénaturation de l'approche convenue. Ce texte prévoit en effet dans son article 6, la création des Communautés économiques régionales (CER) comme une modalité de l'intégration continentale. A ce titre, huit CER sont aujourd'hui reconnues par l'Union Africaine : la Communauté Economique des Etats de l'Afrique de l'Ouest (CEDEAO) ; la Communauté Economique des Etats de l'Afrique Centrale (CEEAC) ; la Communauté de l'Afrique de l'Est (CAE) ; la Southern Africa Development Community (SADC); l'Autorité Intergouvernementale pour le Développement (IGAD); le Marché Commun de l'Afrique Australe et Orientale (COMESA); l'Union du Maghreb Arabe (UMA); et la Communauté des Etats Sahélo-Sahariens (CEN-SAD). L'établissement de la Communauté économique africaine instituée par le Traité, reste subordonné à la réussite de ces systèmes communautaires régionaux. Toutefois, la multiplication d'autres organisations communautaires sous-régionales - en plus de celles reconnues - d'une part, et la mise en œuvre de programmes et activités similaires dans le domaine économique d'autre part, tendent à compromettre la réalisation du projet africain. Cette situation fait échec au concept de départ qui établit le principe d'une exclusivité régionale à la faveur de la CER reconnue. A cause de chevauchements des objectifs poursuivis, il s'ensuit entre les organisations régionales, des rapports de rivalité plutôt que de complémentarité, aboutissant à la coexistence des systèmes d'intégration concurrents. Les rapports entre les CER et l'Organisation continentale rendent également visibles les insuffisances liées à la coordination du processus projeté. L'Union Africaine ne disposant pas du tout ou pas suffisamment des moyens juridiques lui permettant une intrusion dans la mise en œuvre des programmes communautaires régionaux, l'application des dispositions du Traité d'Abuja par les CER, ne semble pas homogène. La matérialisation des ambitions affichées par les Etats signataires demeure à ce jour conditionnée par la rationalisation de l'intégration envisagée. Cette étude vise à proposer quelques pistes de solutions en ce sens.

The crisis is an outgrowth of the colonial period which had strained and eventually torn the social fabrics of the region. French colonial policies regarding education, administration, an economics had contributed to a competitive and divisive atmosphere. Now, Mali suffers from widespread ethnic separatism. The socialist regime of newly-indepenent Mali failed to reconcile the alienated communities of the northern regions. The peoples of the south, too, were dissatisfied with their oppressive government–something which deepend the young country’s political crisis. This environment produced the so-called “Tuareg rebellion”. The fierce clashes in the early stages of the rebellion and the drought in Mali’s northern regions led to massive migrations of Tuaregs to neighbouring countries. Changes in the regional environment in the 1990s brought new dimensions to the crisis. The Algerian Civil War, the end to the war in Afghanistan, and the Libyan embargo precipitated the spread of terrorism, trafficking, the drug trade, and cross-border criminal networks. Collectively, these phenomena created a new constellation of power in northern Mali. The international economic crisis and the developments known as the “Arab Spring”, along with shifting geo-strategic dynamics in the Indian and Pacific Oceans, have pushed Africa into an arena for international disputes and rivalries. Mali has been one of the foremost countries to be affected. Transformations at the global level have pressured most governments to defend their traditional interests. Some powers, in contrast, have been scanning for openings and opportunities in the weaknesses of others. BRICS have thus managed to emerge as new powers on the African continent traditionally dominated by France, the U.K., and to a lesser extent, the U.S.

This book uses empirical research to bring together a broad range of protest contexts in twelve chapters. From the formation of Maroon societies in the early colonial period, to female mobilisation in authoritarian contexts, via urban youth culture, women or mineworkers in trade unionism, as well as pro- and anti- gay rights activists, the protagonists here all insist upon their rights to protest in a variety of ways. Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. Electoral wars and the formation of militias reveal a geography of violence in urban areas, which, in some sectarian excesses, can be displaced to rural areas, as described in the study on Boko Haram. La voie religieuse est un domaine où s’exerce parfois de manière violente, les protestations de populations souvent jeunes, en attente de mobilité sociale. Les guerres électorales et la constitution de milices dessinent une géographie de la violence en milieu urbain, violence qui trouve à se déplacer en milieu rural dans certaines dérives sectaires comme en témoigne l’étude sur Boko Haram. More and more African countries are falling prey to civil war and the disintegration of government authority and social order. Here, for the first time, teams of African scholars actually based in the countries principally affected examine what is happening. Their first aim has been to understand the complex and diverse roots of these conflicts. To this end, they analyse the conflicts in Angola, Burundi and Rwanda, Liberia and Sierra Leone, Somalia and Somaliland. They also reflect on the general obstacles to comprehending conflict in Africa. Possible ways of anticipating, containing and indeed preventing new conflicts are discussed, as are the experiences of successful transitions to peace in Northern Mali and post-civil war Nigeria. Proposals for mastering conflict in future range over a wide diversity of ideas like a moratorium on the importation of arms, trans-frontier development projects, political reform creating real space for participation by different social groups, and governmental decentralisation.
