A radical new approach to understanding Africa's elections: explaining why politicians, bureaucrats and voters so frequently break electoral rules.

This volume explores the notion that African leaders are fundamentally responsible for electoral malfeasance throughout the continent. The quagmire of fixing elections in order to stay in power ad-infinitum has frequently led – and will continue to lead – to political violence, civil wars, internal displacement of citizens, international refugee crises, and economic malaise with its attendant crisis of underdevelopment. This book provides five case studies selected from Anglophone, Francophone and Lusophone Africa that illustrate some variations and similarities in the dilemma of electoral democracy in this epoch of Africa’s democratic experiment. It suggests, among other factors, Colin Powell’s and Abraham Lincoln’s theoretical templates as pointers for African political chiefs in their struggle for democratic consolidation – a successful move that could advance national legitimacy and political stability critical for impressive development in this millennium.

In today’s liberal democracies, does the political process focus on the people, or on the political leaders representing them? Building upon the ideas of Joseph Schumpeter and Max Weber, ‘Toward Leader Democracy’ argues that we are currently seeing a movement toward an increasingly pronounced focus on political leaders – ‘leader democracy’. This form of democracy is fashioned by the political will, determination and commitment of top politicians, and is exercised through elite persuasion that actively shapes the preferences of voters so as to give meaning to political processes. As the text reveals, this marks a definite evolution within the world’s ‘advanced democracies’: democratic representation is today realised increasingly through active political leadership, as opposed to the former practices of statistically ‘mirroring’ constituencies, or the deliberative self-adjustment of the executive to match citizen preferences.

This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development. Yet, none of the theories and reasons proffered so far seems to have provided enduring solutions to Africa’s diverse complex problems and predicaments. This book dissects and critically examines the matrix of Africa’s multifaceted problems on governance, democracy and development in an attempt to proffer enduring solutions to the continent’s long-standing political and socio-economic dilemmas and setbacks.
