Investments in amphibious capabilities by U.S. partners and allies in the Asia Pacific is altering the range of capabilities available in that region. It is also changing the types and frequency of exercises partner nations seek to undertake with the U.S. Navy and Marine Corps team. This study examines ally- and partner-nation investments in amphibious capabilities, how those capabilities will impact demand for U.S. forces, and the range of U.S. amphibious fleet composites to meet the changing demand.

When Frederick Morgan was appointed COSSAC (Chief of Staff to the Supreme Allied Commander), in the spring of 1943, there was no approved plan for a cross-Channel attack and no commander. There was not even agreement about when the re-entry into the Continent would occur. The western Allies were in the midst of a great debate about the strategy or strategies to defeat Nazi Germany. COSSAC's primary task was to create a plan that would be approved by the inter-allied Combined Chiefs of Staff. To gain that authorization, Morgan had to decide where the attack was to take place, address the need for improvised shelters for the transport ships until a port could be captured; create all the structure necessary for a multi-national force that would liberate countries, not occupy them; and convince his superiors that it could be done with the limited forces they were willing to provide. COSSAC presents a new interpretation of Morgan's vital contributions to the development of the OVERLORD plan by exploring his leadership, his unorthodox approach to problem-solving, and his willingness to disregard or modify orders he thought wrong. In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. Management of fisheries in the region is often hampered by lack of information on the status of fisheries in terms of biological, social, economic, policy and governance aspects. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.
