The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. This book provides a review of the research and programme interventions done based on the ecosystem approach (EA), a strategy for the integrated management of land, water and living resources. This is designed to promote biodiversity conservation and sustainable use in an equitable way in its implementation of mitigation and climate change adaptation interventions. It is shown how: local and district institutions were strengthened to better manage natural resources and build resilience to climate change; cross-basin and cross-sector natural resource management and planning for climate change throughout the Basin were built; household and enterprise adaptive capacity in Basin hotspots was built; and improved forest management and governance contributed in mitigating the effects of climate change. The study followed all the twelve key EA principles with involvement of all key stakeholders. It is one of the first programmes to apply EA on such a wide temporal and spatial scale and provides key lessons to be learned for the protection of other fragile ecosystems in an era of climate change.

Climate change is not projected to materially alter Malawi’s climate profile. Instead, it is likely to exacerbate existing climate vulnerabilities by increasing the frequency and intensity of cyclones, floods, and droughts. This is largely due to increased uncertainty around future precipitation levels. These adverse effects have already started to materialize and are expected to increase substantially over the next decades, particularly if efforts to reduce global greenhouse gas emissions by high emitting countries are insufficient. Climate change is also projected to increase average annual temperatures across the country. Climate change is expected to significantly affect Malawi’s economy, mainly because of its dependence on climate-sensitive economic sectors and its low capacity to take adaptation measures due to preexisting macroeconomic vulnerabilities. Malawi’s sensitivity to climate shocks is underpinned by significant environmental degradation, in particular deforestation, watershed degradation, and poor soil management. The two main impact channels are likely to be agriculture and road infrastructure. In agriculture, the increased uncertainty around future precipitation levels in Malawi will likely result in higher variability in crop yields. Climate change is projected to exacerbate preexisting environmental degradation challenges, including soil erosion. These effects are particularly problematic due to Malawi’s high poverty rate, lack of economic diversification (the agriculture sector represents one-third of the economy and employs over 70 percent of the workforce), and significant dependence on rainfed production (about 80 percent of the population). Climate change is likely to significantly impact Malawi’s road infrastructure, mainly due to increased risk of flooding, which would have broader economic and social knock-on impacts.

There still is much uncertainty about the timing, the rate and the magnitude of climate change in the Great Lakes-St. Lawrence Basin (GLSLB); yet concern for potential impacts remains. The GLSLB contains 20 percent of the world's fresh water and is home to over 42.5 million people. It is a region rich in human and natural resources, with diverse economic activities and complex infrastructures. Significant economic restructuring and environmental changes are underway. Governments, industries and other Basin interests will have the added complication of managing the multiple activities within the Basin under the exacerbating conditions of potential climate change. This challenge must be addressed: first through research, and then by applying the research to all levels of management within the Basin.

Beadle In contrast to the more sta bie oceans, inland waters are, on the geological time scale, short-lived and are subject to great fluctuations in chemical composition and physical features. Very few lakes and rivers have existed continuously for more than a million years, and the life of the majority is to be measured in thousands or less. Earth movements, erosion and long-term climatic changes in the past have caused many of them to appear and disappear. No wonder then that most freshwater organism are especially adapted to great changes and many even to temporary extinction of their environment. Recent studies of residual sediments from existing and extinct lakes in tropical Africa have told us much about their age and the past history of their faunas and floras, from which we may deduce something about the climate and the conditions in the water in the past. The forces that have formed and moulded the African Great Lakes have been catastrophic in their violence and effects. They are not yet finished, but the present rate of change is, in human terms, too slow for direct observation of the ecological effects. The large man-made lakes are providing very good opportunities for studying the chemi cal and biological consequences of the initial filling but, once filled, they are artificially protected against major fluctuations.
