World Bank Technical Paper No. 394. Joint Forest Management (JFM) has emerged as an important intervention in the management of Indias forest resources. This report sets out an analytical method for examining the costs and benefits of JFM arrangements. Two pilot case studies in which the method was used demonstrate interesting outcomes regarding incentives for various groups to participate. The main objective of this study is to develop a better understanding of the incentives for communities to participate in JFM.

This report brings together the available evidence from primary and secondary sources, including household surveys and results of recent qualitative studies, to develop a picture of the development challenges facing Roma populations in Central and Eastern Europe. While living standards have declined for all population groups during the transition to a market economy, there are growing indications that conditions have deteriorated more severely for Roma than for others, and that Roma are poorly positioned to take advantage of emerging economic opportunities. This report focuses on five countries in Central and Eastern Europe: Hungary, Bulgaria, Romania the Czech Republic, and the Slovak Republic. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

Why do women in most developing countries lag behind men in literacy? Why do women get less schooling than men? This anthology examines the educational decisions that deprive women of an equal education. It assembles the most up-to-date data, organized by region. Each paper links the data with other measures of economic and social development. This approach helps explain the effects different levels of education have on womens' fertility, mortality rates, life expectancy, and income. Also described are the effects of women's education on family welfare. The authors look at family size and women's labor status and earnings. They examine child and maternal health, as well as investments in children's education. Their investigation demonstrates that women with a better education enjoy greater economic growth and provide a more nurturing family life. It suggests that when a country denies women an equal education, the nation's welfare suffers. Current strategies used to improve schooling for girls and women are examined in detail. The authors suggest an ambitious agenda for educating women. It seeks to close the gender gap by the next century. Published for The World Bank by The Johns Hopkins University Press.

This report assesses the changes in social welfare and policy that have taken place in Poland during the economic transition. It tests the main hypotheses concerning changes in the role of the welfare state, workings of the labor market, the distributional consequences of transition, and more generally about the winners and losers in transition. Chapter one examines trends in social expenditure during economic transition. Chapter two focuses on changes in the labor market, including emerging risks and opportunities. Chapter three explores distributional consequences of transition.

This title was first published in 2001: Exploring the relationship between the recession and labour supply in Kazakhstan during the 1990s, this volume develops an innovative new model of the transitional process in the context of the CIS. It departs from conventional economic models explaining the process of transition, transferring the focus of attention from labour demand to labour supply with a view to clarifying how the transitional recession has affected households and, in turn, how these changes modified the supply of labour. Paolo Verme examines how the dynamic of the reallocation of labour between state and private enterprises has been drastically altered by the growth of self-employment and also takes a much-needed look at the contribution of other factors, offering an original explanation of this most important economic phenomenon.
