Water management has become a major issue for public policies at any latitude. How and why this happened could not be assessed efficiently without developing a longitudinal and comparative analysis, such as the one in this book. Institutional arrangements for the provision and the use of water are peculiarly persistent as well as remarkably resilient: This makes them an ideal subject of an historical account. Not that history is worth writing about only when it treats immutable phenomena. On the contrary; its main purpose is to record changes and possibly explain them. But long-lasting continuity urges the scholar to venture into the remote past, since only there are to be discovered the initial causes and the deeper meanings of the institutions under scrutiny. Also, continuity makes the strength of path-dependency all the more evident and consequently underlines the weight of history.

Discover the various scientific debates that Mario Telò has been involved. This edited volume, which has been drafted in honour of Professor Telò’s research career, offers the reader an overview of the various scientific debates that he has been involved in throughout his distinguished career. The aim was to highlight, contextualise and build on his most innovative contributions to each of these debates. This book revolves around four thematic areas, each of which brings together a number of contributions that offer timely reflections on a given question or challenge covered by Professor Telò’s research. EXTRACT We wanted to have a personality of international calibre, espousing different political systems across the world. But we also wanted to bring a good teacher into the fold filling students with enthusiasm, able to lead them to develop their study projects, to establish their vocation as researchers and even to train personalities active in every day life, in fact to promote a European conscientiousness. We know that Mario Telò has perfectly fulfilled these many wishes, in particular through his commitments towards his colleagues as well as his very active role as member and President of the Institut d’études européennes – Institute of European Studies (IEE-ULB), but also through the support that he has given numerous researchers who have completed brilliant doctoral theses under his supervision. It is difficult to pay him tribute, however, as Mario Telò has engaged in and still engages in multiple and international academic activities. We have lost count of the number of foreign invitations that have been extended to him as well as his numerous speeches to defend and to explain the need for a European area. Mario Telò knows better than anyone that European values still need to be defended, that European studies cover several aspects, not just the political integration process in Europe but also the analysis of the behaviour of actors, decision-makers and citizens. We know that the ‘EU acquis’ is often temporary and several times the work has to be redone, as the difficulties of functioning with twenty-eight member states, and soon to be twenty-seven member states, show. The European Union does not always respond to the democratic deficit, the political integration approach needs to show the usefulness and expected benefits of European cooperation essential to its existence in a very tense global context. The energy of Mario Telò, his creativity, his international engagement, his academic openness will always be essential to the ULB. A member of the Académie Royale de Belgique [Royal Academy of Belgium], in the Classe des Lettres et des Sciences morales et politiques [section of letters and moral and political sciences], Mario Telò will always find the opportunity to express his analyses and proposals to get through the currently very troubled time of Europe’s and the world’s evolution.

Ce Liber Amicorum, qui rend hommage à Gilles de Kerchove, coordinateur de l’Union européenne pour la lutte contre le terrorisme de 2007 à 2021, dresse le bilan de ce qui a été mené dans ce secteur ces dernières années et se penche également sur les défis à venir. Après une introduction retraçant le parcours du récipiendaire, la première partie se penche sur différents aspects de la coopération au sein de l’Union européenne, allant du mandat d’arrêt européen, à la protection des droits fondamentaux en passant par le rôle de certaines institutions ou agences de l’UE. La deuxième partie traite de la coopération entre l’UE et le reste du monde, qu’il s’agisse d’organisations mondiales ou de certains États en particulier, comme les États-Unis. La troisième partie, plus transversale, rassemble des contributions diverses touchant notamment à l’État islamique, au financement du terrorisme, aux victimes et aux nouvelles technologies. L’ouvrage se clôt par une quatrième partie relative à la prévention, à la lutte contre la radicalisation, aux valeurs, à la liberté de la presse et à la littérature. Les auteurs, issus de diverses parties du monde, présentent des profils très divers, parmi lesquels d’éminentes figures politiques, des fonctionnaires européens, des académiques, des magistrats et des journalistes. L’ouvrage a été coordonné par Dr. Christiane Höhn, Conseillère principale de Gilles de Kerchove, Isabel Saavedra, son Assistante personnelle et Prof. Anne Weyembergh, Professeur ordinaire à l’Université libre de Bruxelles (ULB). * * * This Liber Amicorum, which pays tribute to Gilles de Kerchove, EU counter-terrorism coordinator from 2007 to 2021, takes stock of what has been achieved in this field in recent years and looks at the challenges ahead. After an introduction tracing the recipient’s background, the first part looks at different aspects of cooperation within the European Union, ranging from the European arrest warrant, to the protection of fundamental rights and the role of certain EU institutions or agencies. The second part deals with cooperation between the EU and the rest of the world, both with global organisations and with specific States, such as the United States. The third, cross-cutting part brings together various contributions relating to the Islamic State, the financing of terrorism, victims and new technologies. The book concludes with a fourth part on prevention, the fight against radicalisation, values, freedom of the press and literature. The authors come from various parts of the world and present a wide range of profiles, including prominent political figures, EU officials, academics, magistrates and journalists. The Parliamentary Assembly of the Council of Europe publishes a volume of adopted texts for each of its four part-sessions and Standing Committee meetings. The Assembly, or the Standing Committee on its behalf, can adopt three different types of texts: opinions, recommendations and resolutions. Opinions are mostly expressed by the Assembly on questions put to it by the Committee of Ministers, such as the admission of new member states to the Council of Europe, but also on draft conventions, or the budget. Recommendations contain proposals addressed to the Committee of Ministers, the implementation of which is within the competence of governments. Resolutions embody decisions by the Assembly on questions which it is empowered to put into effect or expressions of views for which it alone is responsible.
