This volume brings together scholars and practitioners specialising in juvenile justice from the US, Europe, alongside scholars from Africa and Asia who are working on human rights issues in developing countries or countries in transition. The book thus presents two types of papers, the first being descriptive and analytical academic papers on whole systems of juvenile justice or certain parts thereof (e.g., aftercare, restorative justice, etc.). These topics are presented as essential for the development of new juvenile justice systems. The second group of papers deal with efforts to promote reform through international activity (PRI, DCI, DIHR), and through efforts to utilise modern theory in national reforms in developing countries (Malawi, Nepal, and Serbia) or in countries experiencing current or recent political and systemic changes or developments (South Africa, Germany, and Poland). The volume is also intended to throw light on recent trends in juvenile crime in various countries, the relationship between actual developments and popular and political perceptions and reactions to such developments, including the efforts to locate effective alternatives to the incarceration of young offenders. At the same time as the search for such alternatives is being intensified through international exchange and experimentation, the amelioration of harsh measures against juvenile law violators is often countered by political and public outcries for security and demonstrative public intervention against misbehavior. A streak of new moralism is clearly discernable as a counteracting force against more humane reform efforts. The volume throws light on developments in the actual parameters of juvenile offending, public and political demands for security and public intervention, and measures to provide interventions which are at the same time compatible with international human rights instruments.

EL BIEN COMÚN EN LA POLICÍA, LA JUSTICIA Y LA GOBERNABILIDAD: UNA APROXIMACIÓN DESDE EL PENSAMIENTO DE SANTO TOMAS DE AQUINO. El bien común en las policías, la acción de la justicia y la gobernabilidad, es una constante que se debe tener magnificada siempre, pues el bien común, es una forma de hacerle justicia a la propia humanidad. Dignificar su vida, su persona y la interacción con el mundo socio-cultural de cada uno de los seres humanos que hacemos posible la humanidad, es la columna central de la aplicación del bien común. En este libro, abordo el bien común desde una perspectiva del Santo Padre Tomás de Aquino. Rescato algunas premisas importantes del bien común tomista, y las trato de aplicar a la realidad jurídico-política de México. Sin embargo, dichas premisas, son pragmáticas, en su generalidad, a toda la humanidad. Con la lectura de este libro, estoy seguro que estaremos de acuerdo que la aplicación del bien común en la función pública, nos permitirá entendernos mejor como seres humanos que sienten, piensan y buscan su felicidad.

La Historia Social de las Instituciones Punitivas está necesitada en España de encuentro y debate, de confrontación y colaboración entre investigadores e investigadoras. Solo así logrará hacerse visible e inteligible como tendencia historiográfica y sobre todo como apuesta teórico-metodológica, porque de hecho ya es más que creíble como práctica historiográfica. Aquí, en este libro, junto a los logros también se perfilan las carencias y los retos más acuciantes. Lejos de buscar una autonomía extemporánea, la Historia Social de las Instituciones Punitivas quiere buscar su propia viabilidad a base de intersecciones y buenas mezclas. Esos objetivos se planteaba el Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas (GEHPIP) ―un equipo interuniversitario y con sede en la Universidad de Castilla-La Mancha (UCLM)― al organizar lo que de forma homónima decidió titular I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas, celebrado en Ciudad Real entre el 10 y el 12 de abril de 2013. El libro electrónico que aquí se presenta es una buena muestra de lo que allí se comunicó y discutió. Social History of Punitive Institutions in Spain needs meetings and discussions, comparison and collaboration between researchers. Only then it will become visible and intelligible as a historiographical trend and, above all, as a theoretical-methodological hope, because in fact, now it is more than conceivable as a historiographical practice. Here in this book are outlined, along with the achievements, the shortcomings and the most pressing challenges. Far from seeking an extemporaneous autonomy, Social History of Punitive Institutions wants to try to find its own feasibility based on intersections and good mixings. Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013. The electronic book here presented is a good example of what it was told and discussed there.
