The plunging of Kenya, until recently a centre of stability and growth in East Africa, into political and economic uncertainty following the general election of December 2007 is regarded as a major cause for global and African concern. It is widely accepted that the elections were deeply flawed, and that there was electoral malfeasance by all the major players. President Kibaki's rapid declaration of victory in the face of a heavily disputed election and his determination to hold on to the levers of state power precipitated a deadly crisis, communal violence and economic decline. A power-sharing deal between Kibaki and Opposition leader, Raila Odinga signed in February seems to be holding, but Kenya ranks among the worlds’ growing number of democracies at-risk. This book takes a new look at the 2007 election, the post-election crisis, the underlying interaction of ethnicity, class and political power; forced displacement, the role of international forces; and the country’s power-sharing arrangement. The study will draw upon the expertise of a variety of leading experts on Kenya, and will be edited by Peter Kagwanja and Roger Southall. The overall project was based on a workshop in Nairobi on 6-7 December 2008. This book was published as a special issue of the Journal of Contemporary African Studies.

The path towards democracy in Kenya has been long and often tortuous. Though it has been trumpeted as a goal for decades, democratic government has never been fully realised, largely as a result of the authoritarian excesses of the Kenyatta, Moi and Kibaki regimes. This uniquely comprehensive study of Kenya's political trajectory shows how the struggle for democracy has been waged in civil society, through opposition parties, and amongst traditionally marginalised groups like women and the young. It also considers the remaining impediments to democratisation, in the form of a powerful police force and damaging structural adjustment policies. Thus, the authors argue, democratisation in Kenya is a laborious and non-linear process. Kenyans' recent electoral successes, the book concludes, have empowered them and reinvigorated the prospects for democracy, heralding a more autonomous and peaceful twenty-first century.

This book discusses Kenya’s transition from authoritarianism to more democratic forms of politics and its impact on Kenya’s multi-ethnic society. The author examines two significant questions: Why and how is ethnicity salient in Kenya’s transition from one-party rule to multiparty politics? What is the relationship between ethnic conflict and political liberalization? The project explains the perennial issues of political disorganization through state violence and ethnicization of politics, and considers the significance of the concept of justice in Kenya.

This book evaluates the extent to which the Responsibility to Protect (R2P) has consolidated as a norm in international society. A consolidated norm in international society is defined here as a regularised pattern of behaviour that is widely accepted as appropriate within a given social context. The analysis is based on the assumption that the R2P could be regarded as a consolidated norm if it were applied consistently when genocide and other mass atrocities occur; and if international responses routinely conformed to the core principles inherent in the R2P: seeking government consent, multilateralism, prevention and regionalism. This book employs Finnemore and Sikkink’s norm lifecycle model to determine the putative norm’s degree of consolidation, with in-depth case studies of the international responses to crises in Darfur and Kenya serving to illuminate the findings. It advances the argument that, whilst the R2P had fully emerged as a prospective norm by 2005, it has not yet fully consolidated as an international norm. The R2P has been remarkably successful at pervading the international discourse but has been somewhat less successful at consistency in implementation in terms of adherence to its core principles as outlined above (the qualitative dimension of the R2P). Furthermore, it has been least successful, to date, in terms of consistency across cases in terms of resolve and tenacity. The volume concludes with a reflection on the norm's progress so far, and its prospects for further consolidation, assuming the R2P continues on its current trajectory. This book will be of much interest to students of the Responsibility to Protect, humanitarian intervention, international law, security studies and IR.

In twentieth-century Kenya, age and gender were powerful cultural and political forces that animated household and generational relationships. They also shaped East Africans’ contact with and influence on emergent colonial and global ideas about age and masculinity. Kenyan men and boys came of age achieving their manhood through changing rites of passage and access to new outlets such as town life, crime, anticolonial violence, and nationalism. And as they did, the colonial government appropriated masculinity and maturity as means of statecraft and control. In An Uncertain Age, Paul Ocobock positions age and gender at the heart of everyday life and state building in Kenya. He excavates in unprecedented ways how the evolving concept of “youth” motivated and energized colonial power and the movements against it, exploring the masculinities boys and young men debated and performed as they crisscrossed the colony in search of wages or took the Mau Mau oath. Yet he also considers how British officials’ own ideas about masculinity shaped not only young African men’s ideas about manhood but the very nature of colonial rule. An Uncertain Age joins a growing number of histories that have begun to break down monolithic male identities to push the historiographies of Kenya and empire into new territory.
