Martin Rivero, a citizen of Cuba, to receive instruction at the United States Naval Acad emy at Annapolis at the expense of the Government of Cuba. The Secretary of State points out that the passage of the reso iutica would be regarded as an act of courtesy by the Govern ment of Cuba and that it would follow established precedents.
