This book describes and evaluates existing models of human performance and their use in the design and evaluation of new human-technology systems. Its primary focus is on the modeling of system operators who perform supervisory and manual control tasks. After an introduction on human performance modeling, the book describes information processing, control theory, task network, and knowledge-based models. It explains models of human performance in aircraft operations, nuclear power plant control, maintenance, and the supervisory control of process control systems, such as oil refineries. The book concludes with a discussion of model parameterization and validation and recommends a number of lines of research needed to strengthen model development and application.

The integrity of knowledge that emerges from research is based on individual and collective adherence to core values of objectivity, honesty, openness, fairness, accountability, and stewardship. Integrity in science means that the organizations in which research is conducted encourage those involved to exemplify these values in every step of the research process. Understanding the dynamics that support â€" or distort â€" practices that uphold the integrity of research by all participants ensures that the research enterprise advances knowledge. The 1992 report Responsible Science: Ensuring the Integrity of the Research Process evaluated issues related to scientific responsibility and the conduct of research. It provided a valuable service in describing and analyzing a very complicated set of issues, and has served as a crucial basis for thinking about research integrity for more than two decades. However, as experience has accumulated with various forms of research misconduct, detrimental research practices, and other forms of misconduct, as subsequent empirical research has revealed more about the nature of scientific misconduct, and because technological and social changes have altered the environment in which science is conducted, it is clear that the framework established more than two decades ago needs to be updated. Responsible Science served as a valuable benchmark to set the context for this most recent analysis and to help guide the committee's thought process. Fostering Integrity in Research identifies best practices in research and recommends practical options for discouraging and addressing research misconduct and detrimental research practices.

The Future of Nursing explores how nurses' roles, responsibilities, and education should change significantly to meet the increased demand for care that will be created by health care reform and to advance improvements in America's increasingly complex health system. At more than 3 million in number, nurses make up the single largest segment of the health care work force. They also spend the greatest amount of time in delivering patient care as a profession. Nurses therefore have valuable insights and unique abilities to contribute as partners with other health care professionals in improving the quality and safety of care as envisioned in the Affordable Care Act (ACA) enacted this year. Nurses should be fully engaged with other health professionals and assume leadership roles in redesigning care in the United States. To ensure its members are well-prepared, the profession should institute residency training for nurses, increase the percentage of nurses who attain a bachelor's degree to 80 percent by 2020, and double the number who pursue doctorates. Furthermore, regulatory and institutional obstacles-including limits on nurses' scope of practice-should be removed so that the health system can reap the full benefit of nurses' training, skills, and knowledge in patient care. In this book, the Institute of Medicine makes recommendations for an action-oriented blueprint for the future of nursing.

Health services research is a multidisciplinary field that investigates the structure, processes, and effects of health care services. This report focuses on one part of the field of health services research--its work force and its programs for educating and training that work force. This study undertook the following information collection activities: (1) a survey of directors of health services research training programs in the United States and Canada; (2) creation of a database of health services researchers in the United States; and (3) telephone interviews or panel discussions with key individuals in state governments, managed care organizations, hospital systems, consulting firms, and other nonacademic organizations. One of the first findings was that existing data on the size and characteristics of the health services research work force are fragmentary and incomplete. Recommendations are made to update and extend the database created for this study, to survey those with doctorates in health services, and to investigate the career paths and productivity of those who receive trainee grants or fellowship awards. Findings on work force supply and demand, training programs, and the need for future health services research are also included. Appendices provide additional information on: the new database on the health services research work force, the survey of educational programs, and multistate life table methodology. "The Nation has lost sight of its public health goals and has allowed the system of public health to fall into 'disarray'," from The Future of Public Health. This startling book contains proposals for ensuring that public health service programs are efficient and effective enough to deal not only with the topics of today, but also with those of tomorrow. In addition, the authors make recommendations for core functions in public health assessment, policy development, and service assurances, and identify the level of government--federal, state, and local--at which these functions would best be handled.
