The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

Hydrogen and fuel cells are vital technologies to ensure a secure and CO2-free energy future. Their development will take decades of extensive public and private effort to achieve technology breakthroughs and commercial maturity. Government research programs are indispensable for catalyzing the development process. This report maps the IEA countries' current efforts to research, develop and deploy the interlocking elements that constitute a "hydrogen economy", including CO2 capture and storage when hydrogen is produced out of fossil fuels. It provides an overview of what is being done, and by whom, covering an extensive complexity of national government R & D programs. The survey highlights the potential for exploiting the benefits of the international cooperation. This book draws primarily upon information contributed by IEA governments. In virtually all the IEA countries, important R & D and policy efforts on hydrogen and fuel cells are in place and expanding. Some are fully-integrated, government-funded programs, some are a key element in an overall strategy spread among multiple public and private efforts. Marine Corps Warfighting Publication (MCWP) 2-2.3, Remote Sensor Operations, is the first in a new series of doctrinal publications on intelligence collection operations. MCWP 2-1, Intelligence Operations (under development) and FMFM 3-21, MAGTF Intelligence Operations, provide doctrine, tactics, techniques, and procedures for intelligence collection operations. MCWP 2-2.3 complements and expands upon this information by detailing doctrine, tactics, techniques, and procedures for the conduct of remote sensor operations in support of the Marine Air-Ground Task Force (MAGTF). The primary target audience of this publication is intelligence personnel responsible for the planning and execution of sensor operations. Personnel who provide support to remote sensor operations or who utilize the reporting from these operations should also read this publication.

An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.
