This issue of Cairo Papers takes up the various dimensions of migration and refugees in the Euro-Mediterranean region over different periods in the last two centuries. It looks at both the migration of waves of Italians and Greeks to Egypt from the mid-nineteenth to the early twentieth century, and at migration from the Arab southern and eastern rims of the Mediterranean to Europe starting in the twenty-first century. The disciplines of history, sociology, anthropology, and political science have been mobilized to undertake the research its chapters embody. They address the history of migration in the region, relations between Mediterranean countries of origin and their diasporas, the impact of interest groups on the formulation of migration policies in countries of destination, and the policies for integration of recent flows arriving in Europe. The chapters are based on papers delivered at Cairo Papers 25th annual symposium in collaboration with the Center for Migration and Refugee Studies.

The Euro-Mediterranean region can be seen as the focal point for movements between south and north. Starting with this observation, the author addresses the migration problems of the countries on the northern shore of the Mediterranean and the immigration countries of the European Union, which recruit labour from the southern shore (for example, Moroccans working in France, Belgium and Great Britain, Turks in Germany, France, Benelux and Scandinavia, Algerians in France and Tunisians in France and Italy). He also deals with the new immigration countries on the northern shore (Spain, Italy and Greece), as well as the emigration and transit countries of the southern and eastern shores. This work is intended to provide the reader with a critical overview of the existing literature on the theme of "co-development" based on sources in various languages, highlighting matters likely to form part of needs of both immigration countries and countries of origin, and taking account of the questions raised by the experts.

Migration in the Mediterranean region is a widely debated and much studied topic. This is due to the present refugee crisis, consequences of Arab revolutions, the proximity with emigration and transit countries, but also to the involvement of southern European countries and the mass arrival of migrants. The upheavals of the Arab Spring grabbed the world’s immediate attention, and concern quickly grew over their potential aftermath, with the fear that a ‘tidal wave’ of immigrants and refugees would ‘flood’ European territory. The Arab Spring has highlighted the Mediterranean as a migration region, and new research is now required to bring to light too often neglected mobility patterns and border practices that predate and outlast the tumultuous spring of 2011. The edited volume Space, Mobility and Borders in the Western Mediterranean tackles these contemporary issues related to migration in the Mediterranean region. This book focuses on issues that are relevant for the Euro-Mediterranean Partnership. The depth and the extension of the current political crisis in the area have changed the perspectives of conventional Euro-Mediterranean integration policies. The book provides the grounds for new patterns of analysis and addresses policy guidelines which are able to respond to the dramatic challenges that Mediterranean regions are facing. By implementing a multidisciplinary approach, the volume uncovers the structural determinants of migrations in the area: territorial and social imbalances, climate change, unemployment, weak institutions, poor governance, lack of efficient redistributive policies. Each chapter proposes innovative and rich analyses of the socio-economic conditions of all Mediterranean countries. This book examines clandestine migrant journeys across the Mediterranean Sea and into Europe. It combines ethnographic focus with macro-level analyses of EU and national migration policies and practices. It draws on the case study of Malta, and pushes the boundaries of our knowledge of the global politics of migration, asylum, and border security.
