This Working Party Report reviews the research areas of interest for the public and private sectors. However, it places emphasis on areas of direct concern to government organizations. It identifies gaps in national research capabilities and on this basis proceeds to identify corrective measures. The opportunities for regional and inter-regional co-operation in research are also examined. The report concludes with a framework for enhancing developing country research capabilities through cooperation.

The Thirty-fourth Session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 1 to 5 February 2021. This is a report of the Session reflecting the discussions which took place and containing all recommendations and decisions taken by the Committee. A synopsis of the outcome of the Session is presented in the abstract and all supplementary information is included in the appendixes.

This book analyzes empirical data from three specific Regional Fisheries Management Organizations (RFMOs) designed to establish rules for the conservation and management of fish stocks in the ocean, in order to assess their effectiveness in converting science into policy for the recovery and maintenance of fishery populations. The three RFMOs discussed are the CCAMLR (Convention for the Conservation of Antarctic Marine Living Resources), the ICCAT (International Commission for the Conservation of Atlantic Tunas) and the CCSBT (Commission for the Conservation of Southern Bluefin Tuna). The book seeks to understand when governments choose to listen to science, and establishes a framework to examine the institutional designs currently in place to accommodate RFMO policy suggestions and the conditions under which they are implemented successfully. Now in its 12th year, the "NILOS Documentary Yearbook" provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, Panama Canal, ECOSOC, UNEP and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 1996 are reproduced, while other relevant documents are listed. The "NILOS Documentary Yearbook" has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement - on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come.
