The book is a collection of the lectures delivered during the 7th International Summer School on Atmospheric and Oceanic Sciences (ISSAOS) titled “Integrated Ground-Based Observing Systems Applications for Climate, Meteorology, and Civil Protection”. Water is essential to life for humans and their food crops, and for ecosystems. Effective water management requires tracking the inflow, outflow, quantity and quality of ground-water and surface water, much like balancing a bank account. Currently, networks of ground-based instruments measure these in individual locations, while airborne and satellite sensors measure them over larger areas. Recent technological innovations offer unprecedented possibilities to integrate space, air, and land observations to advance water science and guide management decisions. This book concludes that in order to realize the potential of integrated data, agencies, universities, and the private sector must work together to develop new kinds of sensors, test them in field studies, and help users to apply this information to real problems.

The international symposium Towards an Integrated Global Geodetic Observing System was an initiative of section II Advanced Space Technology of the International Association of Geodesy (lAG). Ittook place in the building ofthe Bavarian Academy of Sciences in Munich from October 5 -9, 1998. About 130 scientists from 24 countries participated in the symposium. It was organized jointly by the Deutsches Geodatisches F orschungsinstitut and the Institut fUr Astronomische und Physikalische Geodasie/Technische Universitat MUnchen. The objective of the symposium was an analysis of the state-of-art of geodetic space techniques and an outlook into the possibility of the establishment of a global integrated observing system. In view of the fact that most geodetic space techniques have reached or approach the one part per billion relative precision level the question arises what their j oint and coordinated operation could offer to the study of system Earth. For this purpose the symposium was divided into four themes, i. e. reference system and datum integration, strength and weakness of space techniques, upcoming gravity field satellite missions, and implications for Earth sciences. Each of these themes was addressed by invited lectures of prominent scientists with sufficient time left for discussion. The oral sessions were complemented by poster sessions. A panel discussion at the closing session completed the program.

Global change involves complex and far-reaching variations in the Earth’s systems, and satellite observations have been widely used in global change studies. Over the past five decades, Earth observation has developed into a comprehensive system that can conduct dynamic monitoring of the land, the oceans and the atmosphere at the local, regional and even global scale. At the same time, although a large number of Earth observation satellites have been launched, very few of them are used in global change studies. The lack of scientific satellite programs greatly hinders research on global change. This book proposes using a series of global change scientific satellites to establish a scientific observation grid for global environmental change monitoring from space, and offers the first comprehensive review of lunar-based Earth observation. These scientific satellites could provide not only basic datasets but also scientific support in facilitating advances in international global change research.

CEOS was established under the auspices of the Economic Summit of Industrialized Nations in 1984 in response to a recommendation from a panel of experts in remote sensing within the Working Group on Growth, Technology and Employment (CEOS, 2009). The panel recognized the collective value of the world’s Earth remote sensing capabilities and the advantages that would be gained by the coordination of civil Earth observing satellite missions. By cooperating in mission planning and the development of compatible data products, applications, services and policies, the national space programs would maximize the bene?ts of their individual inve- ments and be able to better address the environmental challenges of the entire international community. CEOS was to serve as the focal point for this inter- tional coordination and to provide the forum for the change of policy and technical information. The members of CEOS are governmental organizations that are international or national in nature and are responsible for a civil space-borne Earth observation program that is currently in operation or in an advanced stage of system devel- ment. CEOS also has established Associate Members that are similar governmental organizations with a civil space-segment activity in an early stage of system dev- opment or those with a signi?cant ground-segment activity that supports CEOS objectives. Associate Members may also be existing satellite coordination group and scienti?c or governmental bodies that are international in nature and have a signi?cant programmatic activity that likewise is aligned with the goals of CEOS.
